Pow! Bang! Zoom! To the moon, Alice
In November, Hamilton County Commissioner Todd Portune jokingly gave fellow Commissioner Pat DeWine a pair of red, white and blue boxing gloves (pictured) after DeWine was involved in a spat at a swanky downtown restaurant.
It looked like DeWine was ready to use them at today’s meeting – on Portune.
First, the duo squared off over the Tax Levy Review Commission, an all-volunteer, commissioner-appointed board aimed at reviewing requests made by agencies seeking to get funding from Hamilton County property taxes.
The 12-year-old TLRC went through a major reorganization in November 2005 when DeWine and then-Commissioner Phil Heimlich fired all but one of the members, saying the board ignored commissioners’ directive to recommend no requests for taxation above the rate of inflation.
The only member not fired was Chris Finney, a business partner, friend and political supporter of Heimlich.
Now, with Portune and Commissioner David Pepper giving Democrats a majority on the three-man board, Portune is using the advantage to his advantage.
Portune made a motion today to remove two current TLRC members – Joe Allen and Scott McIntyre – who were appointed after the 2005 firings.
They were replaced by:
* Connie Pillich, an attorney who unsuccessfully ran last fall for an Ohio House seat as a Democrat, and;
* Dale Van Vyven, a Republican who is a former state representative. Van Vyven was one of the TLRC members fired in 2005.
Portune and Pepper voted for the changes. DeWine, now the lone Republican on the board, voted against Pillich.
Portune and DeWine also were at odds over a proposed sales tax increase that could go before voters.
Portune has warned that voters may be asked – again – to adopt a sales tax increase to build a new jail to solve jail overcrowding.
DeWine, who believes adequate jail space can be built in Hamilton County without a tax increase, noted voters have rejected such a tax increase three times since 1992.
The last time was in November when Issue 12 – a proposed quarter-cent increase to pay for a $230 million jail and $30 million property tax rollback -- lost 57-43 percent.
“My kids make fun of me losing my hair and I can’t see well without my contacts, but I can still hear pretty well,” DeWine said of the voters’ choice last fall.
Commissioners are considering a sales tax increase but have made no decision. To put one on the May ballot, though, they have to follow legal procedures that include advertising public meetings no later than Jan. 28.
If they don’t do that, they can’t place a proposed sales tax on the May ballot if they decided they wanted to.
After DeWine insisted the jail could be built without a tax increase and mentioned that Hamilton County’s high taxes are driving people to other counties, Portune countered with, “It’s a good speech, Pat.”
“That’s high praise,” an unapologetic DeWine shot back.
Portune then opined that all commissioners need to work together – “not create conflict and lob stones” -- to solve the jail overcrowding issue, but slammed DeWine for supporting Issue 12 last fall. He asked DeWine to be open-minded about the issue.
Immediately, DeWine told Portune “That was a good speech, too,” and noted he won’t seek a tax that voters rejected as recently as November.
“That’s all people are going to focus on,” DeWine said.
No blood was shed.

Why is the only muti-million dollar drug bust, that I know of in the last 32 years, minority members of our society ?

Is bi-si wanting us to believe that in the last 32 years the only individualls that can make 7 million in our economy illegally are minorities ?

Mr. Portune, Mr. DeWine, Mr. Pepper and Mr. Thompson,
I hope you all -- like I hope for the people of Hamilton County -- I hope you all get along and I hope you find answers to these issues that are forefront and center among us.
Just a thought... Why don't we build a secure rehab facility for those that have committed non-violent offences that become incarcerated because of a bad choice.... dui's, buying drugs, prostitution, etc… I think the old buildings can be rehabbed to fit this need. These buildings are also in a business district in Cincinnati where the offenders can walk around and look for work. Maybe a new Drop Inn Center can also be a part of it???? I believe the best place would be the old ware house section on Spring Grove Ave… just my guess but it seems like many businesses are located in that area… and for businesses that are having trouble finding help maybe this would lead them into Hamilton County to find workers that will do the job. It may be the greater part of giving the non violent inmates a chance to get on their feet and feel like they are still a part of the community.
I say we give incentives to businesses in this district that would hire and teach these men good labor skills to get on their feet again. Maybe have extra schooling at the secure rehab facility. These are the nonviolent we are speaking about.
Also, I believe our juvenile detention center must be looked at again. Why are our children leaving these facilities only to find themselves behind bars when they become grown. There is failure here, I believe, in the way we are handling the children. Have you ever walked through the cold steel of 20/20? Have you ever seen the children locked up behind steel cages??? And I'm talking young children and older children. I agree that it all starts at home but when the family unit breaks down because of family members stuck in a system that becomes a revolving door of abuse… and for generations these families suffer. Are the children being taught what abuse is? Are they being taught by those that love them or those that are teaching them by abusing them. I can guarantee that a child taught by nonviolence and love will be 1000 times more likely to not act out violently then one that is much like him or her that is being taught violently. Can we teach them to just say no to this abuseor can we teach them to stand up against it in nonviolent ways. Who is speaking for them?????
Also, I believe that Hamilton County should make a law that over rides the City of Cincinnati law on making the mere possession of marijuana a high crime. We lock these guys and girls up and give them records of crime? The revolving door of poverty is being made worse by this law. We have just added another someone that shouldn’t be incarcerated in any way and we have just made him a criminal.
Mr. Pepper, Mr. Portune, and Mr. DeWine, I know the challenges that we face as a community are great. I believe that with you three we have a great team. Keep the doors open and speak out!!! It’s ok to be wrong when we are figuring all out. When you all sit for a vote, think not of your next reelection or political affiliations. Think of that young child that worked for Pepper’s campaign and was killed in crossfire. Think of that child tonight that sleeps with one eye open. Think of that child that is made to travel miles to give his testimony that violence has occurred against him or her!!!! Think of that child lying in a cold steel rom on Auburn Ave. We must remember that there are many types of abuse. One of the worst is to silence or abandon future or not give voice to our current peacemakers... our children.
On last thought. Last year my child was victim of abuse. Hamilton County wanted to place him in a silent proff room miles away from my home for hime to give his testomony. I refused.... because no child should ever have to travel for miles and miles to give testomony of abuse done against him or her.

POW! BANG! ZOOM! - I don't think it was DeWhiner sending Portune to the moon - DeWhiner, without his boxing partners, COAST and Heimlich in his corner of the ring, doesn't have enough power to send a motion to the floor much less sending the president of the county commission to the moon.

Our new dynamic duo on the BoCC - haven't been bought and sold by local power players - and only have to do what is right and reasonable to stay on the citizens good side.
As to DeWhiner whining about the shift of power - remember, that also, was undisputably what and who the public wanted in THEIR corner of the boxing ring we call county politics.

Voters sent out the bat signal from the Commissioners' office while the robust and dim witted, but likable, Chief O'Hara stood by making demands and looking rather confused about who to align himself with, but trying to give the impression that he knows what he is doing, still.
The Penguin ( quack quack ) resigned himself to the inevitable (and from the tax review committee)and sealed his fate in public life when he waddled his way to the Boy Wonders' press conference and told Cat Woman to kiss his tail feathers. (Birds are a cat's natural prey- that was a pretty stupid move)Meow.

But you'll all know it soon enough when she runs for office in Colerain Township and beats her Republican opponent upside the head.
