Crowley and Cole swap successor certificates

Councilman David C. Crowley talked to a scrum of reporters immediately following the swearing-in ceremony.

Democratic council members David C. Crowley and Laketa Cole broke with tradition today, forming a two-member back-scratching alliance in which they would appoint each other's successor if the other one leaves office.

The action by two of City Council's most liberal members could signal a split in the Democratic caucus -- especially after Crowley's public criticism of how Mayor Mark Mallory has organized City Council.

The "successor designation certificate," as it's called, is a requirement of the city charter:
Section 4a. Before taking the oath of office each member-elect of council shall file with the council a successor designation certificate certifying the name of one or more fellow members of council to select a successor if his or her office as member of council becomes vacant for any reason.
Past practice -- at least for the past few decades -- has been for council members to name all the members of their own party. There have been a few exceptions when the caucus splits, as it did when former Mayor Charlie Luken established the "Gang of Five" with Republicans and conservative Democrats in 2005, or when there's only one member of a party, as when Charterite Jim Tarbell selected Republican Phil Heimlich.

Crowley said the successor swap was Cole's idea. "She and I were arguing on the same side for the last three days on the rules," he said. "She was the one I trusted."

Said Cole: "He's the one person who I know will uphold what I want, and will respect my wishes."

Hamilton County Democratic Party Chairman Timothy M. Burke said it's premature to say the certificates are evidence of a split in the party.

"I'm not that upset about it at the moment," Burke said. He said he would ask Crowley and Cole to reconsider (council members can amend their certificates at any time), but "today might not be the best day to talk about it."

UPDATE (Friday, 2:34 p.m.): Crowley clarified his account of how the "death pact" came about.

Sounds like the old man is getting scared. But at lease Laketa has found a new person to leech onto now that Stevecia is not on council any longer.

What a bitter old man, but at least he may take Cole down with him. That would be two less idiots on council. By the way, if Crowley is so opposed to the new rules, why did he vote for them? Perhaps in his old age he forgot that he opposed them when the vote came around.

If Crowley and Cole each argued against the new council rules and hate them so much, why did BOTH OF THEM vote to approve the rules. Neither has the courage to stand by what they argue and that is why both are weak and can't be trusted.

Since I doubt Greg will approve of a comment with Crowley's home number, I'll just say it can be found in the Cincinnati phone book, or by going to http://people.yahoo.com. David needs to learn what goes around comes around, and that his little rants in the email he sent to his idiot supporters and his ridiculous speech were out of line. CALL David Crowley at home and tell him to grow up.

As much as I would love to see people harass Crowley, it serves no purpose. There is no need to lower yourself to the level of a bitter old man to get retribution. Just let him keep making stupid public comments and he will get whats coming to him. If you want to harass him, boycott his bar.

Crowley was the only councilperson not attending tonight's swearing in of Mayor Mallory at the Museum Center. Mark being the gracious and classy person that he is, noted when he had council members on stage that Crowley could not be there and asked for a round of applause for him.
Laketa sashayed in late and so did Thomas-rude.

It's amazing how little information many of these blog poster's have. The rules were not voted on today, the committe assignments were.

Take some time to figure out the facts before you try to sound like an authority.

People have no idea what kind of damage Mark Mallory will create. This is only the begining........

Mallory's blunders are starting to snowball. This is going to be a mess if he doesn't get it together and I hope he can. Otherwise we are just going to have turmoil until the next election.

If Crowley would have known Mallory's evil plans before the election, so you think his supporters would of voted for Mallory. NO!
Pepper would be in office. So instead of thanking the man, he is throwning him to the wayside. Crowley, you got used!

First, Crowley is old, and as his conduct the past few days has shown he is bitter. Therefore, he is a bitter old man.

Second, what poor decision making? His decisions in selecting his committee chairs were based on his interviews with people inside city hall. Additionally, I think his decision not to appoint Crowley has been vindicated by Crowley's actions the past few days. Crowley's behavior has been rude, petty, and self-serving to say the least. He has clearly shown that he is more interested in his own personal accolades than in moving this city forward. Therefore, Mallory's decision seems all the more wise.

Third, Mallory only "dropped the bomb" on Crowley becasue Crowley, along with the other members of council, asked Mallory to announce the decisions in front of the the entire council instead of individually. The fact is, Crowley asked for the information in the way it was given, so he can't get mad about it afterwards.

Fourth, Crowley does not deserve a committee chair. His time on council has shown that he is ineffective as a committee chair. In addition, he is not entitled to anything. Mallory has the sole right to chose his committee chairs, and he made a wise decision by not giving one to Crowley. Crowley has worked to maginalize himself during his time on council and especially these past few days. He is notorious in City Hall for saying one thing in private and doing another in public. It has finally caught up with him. The controversy could have been avoided if Crowley had acted like a man and accepted the fact that he was not a committee chair. This whole thing falls on Crowley.

Fifth, Mallory's support is much more widespread than Crowleys. In addition, Crowley didn't even win the voting in one neighborhood. You can even check out the results on his staffer Cris Seelbach's blog. The only person who has alienated people is David Crowley becasue of his petty, self-serving behavior. Hopefully people will finally see that he is one of the last roadblocks keeping city council from being effective.

What a crock! Crowley is interested in real issues and being in a position to advance them. That's what his life's work has been about. You can't just ignore this for the sake of winning an argument.

Anyone elected to office angles for good committee rank so that they can be more effective at moving an agenda. Crowley's ability to do this was undermined by Mallory.

Also, Mallory would've lost if Crowley actively backed Pepper. The election was very close, and Crowley has a passionate support base that he has cultivated over many years in Cincinnati. Mnay voters, esp. white liberals, would've valued Crowley's endorsement had he not remained neutral this past election.

It is a mistake to assume that Mallory won't rue his decision to marginalize Crowley.

Are saying that Crowley will not be able to be effective without a committee chair. Has he lost the ability to propose legislation? Has he lost the ability to speak at both council and committee meetings? All he has lost is a title.

Crowley was not effective as a committee chair in the past. Since Crowley has been ineffective at moving what I would laughably call his "agenda" as a committee chair. Perhaps without the added stress of running a committee he could actually focus on doing something.

Also, its not like Crowley supported Mallory in the election. Pepper was at just as many Crowley events as Mallory was. Crowley's voters, who last time I checked were autonomous human beings, decided to vote for Mallory because he was the better candidate. Trying to tie Mallory's vitory to Crowley is a joke.

What I'm saying is that Crowley would have had the pull and influence to persuade some of his suporters to back Pepper (if he had chosen to do so) because his judgement is so well respected. But he remained neutral.

Because you're a dim wit who doesn't know how politcs works, it's understandable why you don't comprehend how committee chairs have the power to advance or table legislation.

First, Crowley is old and decrepid. The only people who supported him were conservative whites and senior citizens.

Second, Crowley's educational background is outdated. The stuff people learned in college in the 60's is the same stuff people learn in middle school today. I don't even have a college degree and I am brighter than Crowley.

Third, Crowley was just asking for punishment. He forced Mallory's hand and didn't like who the cards played out.

Fourth, Crowley is now just making himself look bad. He would of been better off taking it like a man. Now he is dividing council with Coles and creating problems. He and Laketa will probably oppose many of the great ideas Mallory will present.

Fifth, Mallory didn't need to support of Crowley's following to win the election.

Perhaps you should pick up a copy of Roberts Rules of Order and the Council Rules. There are many ways to get around committee chairs. I do agree that a committee chair has more power to control legislation, but I think it is going a little far to imply that a council member who is not a committee chair will not be able to get anything done. Perhaps Crowley should try this thing he and his staff (i.e. you, although I'm not sure if you are Rocky or Chris) haven't heard of, its called WORKING WITH OTHER MEMBERS OF COUNCIL IN A PRODUCTIVE WAY. Crowley has never been good at playing with others on council so I wouldn't expect him to start now.

However, this whole argument seems moot considering that to use the added powers of a committee chair you need to have some agenda to push. Crowley has shown during his time on council that he has not agenda or idea, and then if he does stumble on to something he is not effective at impementing it. Thank god Mallory selected his committee chairs based on qualifications and effectiveness rather. I don't know if this city could survive with Crowley as a committee chair for another two years.

Are you really advocating that because Crowley stayed neutral in the election he should get a committee chair? I guess nobody has ever accused David or his supporters of advocating good, efficient government. It does not surprise me that you would advocate for some sort of quid pro quo wherein Crowley gets a committee chair because he stayed neutral in the election and allowed both Pepper and Mallory to come to his campaign events.

Fortunatly for Cincinnati Mallory chose to select the most effective and qualified people as committee chairs. However I would love to hear some arguments about why he should get a committee chair besides the quid pro quo, and lenght of tenure on council. Defend your mans record, tell me why he is effective, explain what proposals are so important to the city that Crowley can only advocate them effectively from a committee chairs position. Good Luck!

Perhaps instead Crowley should just be a man a do the business of the people instead of picking petty fights for his own personal gain.

Is the top WHITE vote getter the same as the top vote getter or am I just a fool. My point stands unrefuted, Crowley did not WIN a single neighborhood or ward. For clarification winning does not include coming in second to an african american (apparently you seem to be confused about this point).

Anyway, nobody has come to the aid of Crowley by pointing out what truly matters in this whole debate: Why did Crowley deserve a committee chairmanship? Aside from the quid pro quo argument and his ineffective tenure on council there is not reason. Please someone tell my specific instances where Crowley has been effective as a council member or a committee chair.

Just a note of clarification, I did not post the comments at 12:11 or 3:19.

Further more, that just goes to show my point that Crowley only got white votes from senior citizens. If he were able to get any support from the minorities in those neighborhoods, he would of won them. I also believe many of these senior citizens were confused and thought they were voting for Cranley not Crowley.

Unfortunatley someone has decided to use the DC name. Oh well, I'm sure people can tell the the real deal. But alas I won't be deterred from showing that Crowley is worthless, and I think the fake DC just proves my point. He has nothing to say becasue Crowley's actions the past few days are indefensable. It also shows that he can't find one substanative thing that Crowley has done on council or as a committee chair. So please continue posting, it only proves the point.

Crowley was right to fight the illegal secret rule change meetings. Mallory breaks the law and then seeks forgiveness. It must run in the family. His brother Dale ignores 100% of the West End community in his outrageous and disgraceful support of CityLink. What secret deals have the Mallorys cooked up with CityLink and Elite Protective Services to screw the West End?

After the Mayor said CityLink is a "neighborhood issue", he storms into the WECC meeting to try to save brother Dale from getting impeached. Dale lost 31-10. Now team Mallory is attacking everyone connected with the impeachment. That impeachment was handled in total conformance with the by-laws, yet team Mallory refuses to address charges and prefers to smear and attack. It's pretty sad that the Mallory machine could only get 10 votes to support Dale.
The facts are against Dale, and the WECC will not be bullied into silence.
