Portune uses cop shooting to laud jail plan

Hamilton County Commissioner Todd Portune is using the case of the Blue Ash man who was shot and killed by police (see Enquirer story) as an example of why his Comprehensive Pubic Safety Plan (a sales tax-funded new jail and set of safety programs) is needed.

Had it been in place, he said, perhaps there would have been a different outcome for the unfortunate Charles Bennett, he said.

“There’s no doubt had we had an intake and assessment program in place, my guess is we at least would have had a fighting chance to make a difference in that person’s life,” he said of Bennett. An "intake and assessment" program called Re-entry would be included in the safety plan.

Portune also noted that Bennett was in the county jail recently on a charge of possession of marijuana. He notes critics of the jail plan say people with minor convictions like that shouldn’t be taking up room in the jail.

They're obviously wrong in Portune's view.

"You can’t just look at these raw statistics and draw any real conclusions about the overall nature of the offender and their propensity for future criminal behavior," he said. "The comprehensive safety plan would allow us to have those tools in place."

As for the officers, Portune did take a moment to “commend their bravery." Then he got back on his soap box.

“We can either do the bare-bones minimum thing and continue to cut anywhere we can to scrape things together, or we can do what we all know needs to be done and realize we have this historic opportunity within our grasp,” he said.

Keep pushing for the jail and you'll get that raise Jessica. The right wing corporate propagandists at the top are loving your work. No need for balance at this rag.

Todd oPortunist has no doubt that using scare tactics and pumping the community will get him his Comprehensive Outline and plan to make a plan. He guesses that things would've magically been different if he had his way and his crystal ball almost proves it, just like his mirror that says he's the fairest of them all.

Todd the hypocrite oPortunist is criticizing people who speak out against the marijuana ordinance that he said was "innapropriate, unnecessary and a major cause of overcrowding."

It reminds me of when the oPortunist said how disgusting a regressive tax against the poor was and then he made it twice the size and imposed it on the citizens of Hamilton County.

Are you kidding me? PORTUNE has said people with minor marijuana convictions should not be taking up space in the jail!

Portune seems to think if Bennett had been scanned and probed enough, he might somehow have been fixed while still within the government's grip. Using a minor offense like marijuana possession to justify such an intrusion isn't merely "comprehensive" it's downright Orwellian.

Is Portune proposing a jail or a gulag?

Before somebody can be helped, they first have to want help. Our community already provides numerous drug treatment and mental health programs for people who want to turn their lives around. Courts encourage this and are factoring it into their sentencing. Most offenders choose neither success nor failure, but endlessly drift in and out of minor trouble. Bennett had all these options, but went on a crime spree instead. His behavior was his choice and so were the tragic consequences of it.

Portune did get one thing right when he said, "You can’t just look at these raw statistics and draw any real conclusions about the overall nature of the offender and their propensity for future criminal behavior." But isn’t this exactly what his “comprehensive” program seeks to do?

Portune’s plan attempts to turn jailers into psychologists and social service professionals into law enforcers. With this muddled mission he’ll screw-up both institutions.

We demand a better plan.

Jessica - that little "soap box" comment was just rude and full of bias -- why would you say that when Portune is trying to give us a concrete example of the differences this program (CSP)could make in lives, and saving lives.

I guess to you, this man dying and his kids losing their father is funny. Maybe the threat to the police officer's lives is funny to you and the Enquirer?

I don't think a program that could better protect police officers trying to serve us and preserve life is as miniscule as you happen to think it is.

Sometimes, I think people are just pathetic.

Anyone who tries to run over a cop can't be saved by and has no business being allowed to suckle at the taxpayer-funded teat of Nanny Government.

This Bennett had scads of chances to turn his life around & become responsible. His rap sheet is longer than the Dow Jones Averages! What type of magic wonder program has Portune developed that would have been a sure-fire way to get this guy out of criminality?

Bennett's kids are the fortunate ones here. He was in the arrears on child support & was hauled into court numerous times on domestic violence. The kids in due time will heal at the loss of this horrifying out of control train wreck.

Memo to Portune: I will not surrender my tax dollars for a resort & spa for individuals such as Bennett. Duke Energy just jacked our electric bills by 15% & the working stiffs are scrambling to adjust our budgets. We've had our day with the Million Dollar Freeloaders we're supporting & they're engaging in criminality. It seems you are aren't understanding the picture here.
