Cranley Recuses Himself

After several people asked him about a possible conflict of interest, Councilman John Cranley decided Monday to take himself out of the leadership role in the debate over the future of the Hilltop Concrete Co. site in Lower Price Hill.



When Hilltop moves out, part of the 30-acre site will be taken up by the relocation and lowering of the Waldvogel Viaduct. But Queensgate Terminals wants the rest of the site, for an operation that would take containers from barges on the Ohio River to railroad cars.



The company sued the city after the city refused to grant it a new driveway access. A settlement of that suit in February resulted in the city's agreement that it would lease the property to Queensgate. But council members didn't like the proposed lease and rejected it.



The company has since talked about a new proposal - including the possibility that the city could get $4 million a year from the project, based on a per-container fee of $20 a day. Opponents doubt that figure. No official proposal has been submitted. Company spokesman David Martin says Queensgate's in no rush, that officials want to meet with neighborhood residents to explain the operation to them.



Chris Bortz, who co-authored with Cranley a resolution in March to keep the spot greenspace, said he still likes the park idea but wants to hear more details from the company.



So, back to Cranley. He planned to push the greenspace plan this week, but decided against it Monday after the conflict questions. He says he still doesn't see any conflict, but wants to avoid even the appearance of one and doesn't want to do anything to take away from the merits of the greenspace idea.



Bortz thinks it's best to take more time, let emotions calm down and get more information before presenting any options to council.

Update:

Councilman Chris Monzel is writing a new resolution to keep the Hilltop Concrete Co. site greenspace.

That comes after today's economic development committee meeting, where chairman Chris Bortz said the greenspace resolution all nine council members signed in March was moot because the proposal it was in response to has already been rejected by council. So Monzel said he would replace the resolution with a new one.

"Since John's gone from a leadership role in this," he said, "I want to step in and do it."

About 30 people got up and left council chambers after Bortz said the issue would not be discussed because there was no pending proposal either from the company or about the greenspace.

He also said he didn't want to push forward the old motion, which he co-authored with Cranley, because he didn't want to put a colleague into a conflict of interest situation.

If Cranley has to recuse himself on this, shouldn't Chris Bortz have to recuse himself on nearly every issue. He and his family own half the city.

This is the same old crap where council sells out the Westside. Eastern Ave, oops I mean Riverside Dr., gets new condos and restaurants. And, River Rd. gets barges and cranes. Unbelievable.

Did Chris Bortz recuse himself on the Riverside Drive name change? You know, the one that no longtime residents wanted, just Towne Properties and the people who live in their condos.

I'm sorry, but did anyone read the first line of the story? "After several people asked him..."

He's an attorney and knew before anyone it might be a conflict of interest or appear improper, but he waited for "several" people to say something?

Political sycophants on both sides of the aisle annoy me, and most of the posters to these blogs seem to be nothing but.

Although one thing I have noticed is how when Republicans do wrong things, everyone lines up (including Republicans) to lambaste them, but when Dems do bad things, the left seems to find it as an opportunity to lump praise on the perpetrator rather than the deserved criticism.

As an attorney he is trained to separate the issues from the personal opinion, else how could anyone defend a murderer ?

We assume Cranley new the issues and felt that he personally could separate the issues, but, when someone addressed a concern then it was then, and only then, appropriate to recuse.

To view otherwise is merely a wRong wingnut cheap attempt to sling the elephant dung propaganda !

PATHETIC !

Bortz sure showed the lack of respect he has for the folks from Price Hill. 30 of them took time off from work to come to a meeting and tell Bortz to protect their neighborhood, and he didn't even have the decency to let them speak. For shame, Bortz. For shame!

This is another case of "Not in my back yard" folks. Why buy a house or condo when it overlooks an industrial type area? And, then expect the view to be improved! Yes, the city needs greenspace. Yes, River Rd has been a pit my entire 50+ years. And, up until 3 years ago Eastern Ave (or whatever the progressives now call it) was mostly a pit too! So, rather than be happy that at least part of the city has improved many resort to intimidation so their area is the same. By the way where are those East-End lower income folks living now? Does anyone care?

If you Eastsiders -- Riverside Drive Bortz, Hyde Park Ghiz and Mt. Lookout Berding think fighting for some green space and nice places on the Westside is a "conflict" of interest, well then that certainly explains why you haven't done jack-squat your whole term in office.

I don't care what the interest are the fact of the matter is that I am not even a native of the west side but work here and I am amazed by the fact there is no progress in utilizing this amazing view. Honestly, think about it if you take advantage of the view and the river front you could produce hundreds of millions in revenue in no time at all! I.E. Millenium Park Chicago do your research.

Cranley is in a partnership with City Lights, who are redeveloping the Queens Tower and surrounding areas of East Price Hill into a mixed-use project.
