Pepper blasts Banks news

David Pepper, the Democratic challenger to incumbent Republican Hamilton County Commissioner Phil Heimlich, doesn't like the way a recommended developer was suggested today to the Banks Working Group -- and blames Heimlich for it.

Here is a release from Pepper's campaign:

Flawed Process Could Cost the Taxpayer Millions

For the second time in two days, the County Commission—led by Phil Heimlich—has recommended giving away critical county assets without any kind of open, transparent, or truly competitive process. Yesterday, it was Drake (sold to the Health Alliance without a competitive process, and for well under its estimated value). Today, it is the exclusive right to develop the $600 million Banks project.

“Under both deals, the non-competitive processes being used by the County shortchanges taxpayers by millions of dollars while not guaranteeing the highest quality results,” said County Commission candidate David Pepper.

In recommending a Banks developer, the County has only conducted an RFQ (Request for Qualifications) as opposed to a full RFP (Request for Proposals). In an RFP, bidders have to compete on and commit to many terms, including what dollars they plan to bring to the table and how much public money they plan to ask for. An RFQ is nothing more than a glorified resume, with little information or real commitment by the bidders.

“The County’s process has been hopelessly flawed,” Pepper said. “The exclusive right to develop the Banks is a huge money-making opportunity. But the County’s process never forced the bidders to put real money on the table—so far they’ve only asked for their resumes and some fancy photos.”

Pepper urged the Banks Working Group, which received the County’s recommendation today, to conduct a full-blown RFP process to assure the best developer possible, as well as the best deal for the taxpayers.

“I can only hope the Working Group will rescue the taxpayers from the incompetence and high cost of the County’s no-bid approach,” Pepper said.

Heimlich is doing a fine job ruining the County and selling out taxpayers. Anything would be an improvement.

Everyone would be better served if he simply went back to being on the losing end of 8-1 votes, screaming into the wind. Heimlich in charge has been a non-stop disaster.

Heimlich claims to be Mr. Fiscal Responsibility and watchdog of the public dollar - except when his cronies are at the trough. I'm talking about Weiland, Rhein, Ron Roberts, Finney, the private nursing home owners, and the usual gang of crooks in plain sight.

Cue up - from the White Album - "Piggies." That song will keep playing until some of the decent leaders in this community follow the lead of Portune, Bortz, Mann, and Sterne.

When are we going to see some others out there display some courage and stand up to the Heimlich pirates who are destroying our county?

I believe someone should bring suit against the commission for gross negligence.

They may be elected, but, we did not give them the right to sell us down the river !

Please, Pepper. Your press release is long on rhetoric and short on facts.

Anyone care to check the last time Pepper insisted on opening a service to a competitive bid?

That's right. The City of Cincinnati went 5 months without a cleaning crew while Pepper farted around trying to get someone to bid on the job.

In the end, the City went back to the old company and awarded them with a renewed contract. End result?

Zero money saved, five months without services and David Pepper looks like a jackass.

This is really weak and typical of Pepper in his desire to look different than Heimlich. Both these professional politicians are on the same train when it comes to big contributions from the development community and special interests. Weiland, Lindner, Castellini et al. are the problem here. Change a face on the hand puppets and nothing changes. When are we going to change the system that allows this to occur? Pay to play is alive and well in Cincinnati.

I can only hope we elect someone with balls next time for it is clear we missed the chance this time.

a. What are you talking about?

b. Whatever it is you're talking about, it does nothing to change the fact the Heimlich is proposing giving away the Banks opportunity with no competitive process, just like he did with Drake the day before.

It's amazing the people who talk so much about "managed competition" don't use competition when it's needed most.
