Who wants to be the vice mayor?

Mayor-elect Mark Mallory says he will finally announce his vice mayor sometime before he's sworn in on Thursday. But the three weeks since the election have given the pundits plenty of time to ruminate about who his pick might be, and speculation has become a favorite parlor game in and around 801 Plum St.

After saying initially that all nine members of City Council would be given equal consideration, Mallory has defined the job description in such a way that some council members would appear more qualified than others.

A handicapper's guide:
  • The big chair: "Whoever's appointed vice mayor has to be ready to become mayor of the city if something happens to me. I take that seriously," Mallory said. If prior legislative experience is a significant factor -- and Mallory suggested during the campaign that David Pepper's four years on council made him barely qualified to be mayor -- it's hard to see how he could appoint one of the newcomers. Those with the most experience on City Council are, in order, Jim Tarbell, John Cranley, David C. Crowley, Chris Monzel and Laketa Cole.
  • A full-time job: "I do see an enhanced role for the vice mayor," Mallory said, seeking "someone who communicates a lot more with council members" and "reaches into the community a lot more." That's starting to sound like a full-time job. Council members who are retired, self-employed or who don't have another job include Cole, Crowley, Tarbell and Cecil Thomas.

  • Party affiliation: Mallory has said he sees the vice mayor as having a "policy role," helping to formulate proposals in the mayor's office before they come to City Council. That criterion would seem to favor Democrats (Jeff Berding, Cole, Cranley, Crowley, Thomas) or perhaps a Democratic-leaning Charterite (Tarbell).

  • Politics: While Mallory hasn't talked about it openly, there are also political considerations. No mayor -- with Charlie Luken as the exception -- would want a vice mayor likely to challenge him for the mayor's office in four years. Tarbell is term-limited in 2007, and Crowley, term-limited in 2009, is unlikely to harbor secret mayoral ambitions. Ticket-balancing usually plays a role in this kind of thing, but all of his likely choices are either white or female. A top vote-getter is also handy, and Cranley, Tarbell and Cole were in the top third of their class.

  • Desire: No one has lobbied harder for the job -- at least in public -- than Cole. "My case is based on, we need a female in a leadership position. We have a male mayor. We have seven male members of council who are male, and the city manager is male." She's also the president pro-tem of City Council -- a forgotten office that makes her third in line to the mayor's chair.
If you're scoring at home, that puts Cole, Crowley and Tarbell at the top of the list of vice mayor contenders. Only Mallory knows for sure.

It will be Tarbell.

He'll probably run for Mayor, but won't stand a chance unless Mallory is terrible.

cole simply lacks the skills and depth, while crowley has often shown a lack of macro-mindedness.

tarbell is the safest of the three.

best overall choices: cranley or berding.

God help us all if Cole gets the nod. We should have a vice-mayor that knows the difference between her "ideas" and her "ideals". Cole has been on council for four years and still has no clue. With Reece gone she will be lost. If Cranley or Crowley doesn't hold her hand she will fall flat on her face.

Give the nod to someone intelligent... Cranely, Berding, Monzel or Tarbell.

Who in their right mind thinks Berding should get it? Face the facts:
1) He raised a quarter of a million dollars;
2) He claims to be a Democrat and got the democratic endorsement;
3) He lives on the West Side and got the endorsements of the Power Pac, Enquirer and FOP.....

HOWEVER, he still didn't break the top 5 vote getters. Why??? Because he doesn't have what it takes and never will. He's pretentious and only into stroking his own ego. Time will tell folks...time will tell.

I just thought of something. The mayor's term is 4 years, but a council term is only 2. Tarbell is now term-limited. Given that the vice mayor is also a member of council, how could Tarbell continue as vice mayor for the full 4 years, assuming Mallory wants a single person for his full term?

Mallory has the option of choosing a new vice-mayor at every council election. So, even if someone like Cranley gets the nod, that could change two years from now.

Tarbell could not serve the entire four years. Picking Tarbell would be a way of getting 2 choices, as Mallory would have to choose someone else at the end of 2007.

Tarbell contemplated running for mayor in '05, it seems almost a certainty he will run in '09. For this reason it would appear to be a bad idea for Mallory to appoint Tarbell. It would be one more positive addition to his resume.

Good point. You can see how much having Vice Mayor on the resume helped Alicia Reece.

Just because Alicia Reece didn't win the primary doesn't mean that the office of Vice-Mayor isn't a boost to do better in such a race.

Your argument doesn't make any sense. You may be referring to the fact that Tarbell doesn't have a council seat from 07-09, but the office of vice-mayor gives him a bigger "bully pulpit" until then.

Good call! I have been running in and out of town, so I am a day behind, but I read your thoughts, which made a lot of sense.

I really had trouble on this one. I was surprised, but I honestly feel that Tarbell is the best choice.
