Budget Tinkering in Cincinnati

Council members are weighing in with their wish list for the 2008 budget. They'll talk about it Monday at finance committee, 1 p.m., and at a 6 p.m. public hearing.



Here's some of what members have proposed in changes to the original proposed budget, prepared by City Manager Milton Dohoney, and the changes recommended by Mayor Mark Mallory:



Vice Mayor David Crowley: Abandon the proposed consolidation of the emergency communications center; advance the fire recruit class scheduled for 2009 to October 2008 so the department's staffing level doesn't fall below 841, costing an extra $425,660; earmark $100,000 to implement recommendations expected next year in the Scenic View study; $200,000 for a capital grant to the National Underground Railroad Freedom Center; delay both police recruit classes until 2009, saving $738,810.



Laketa Cole: keep the Neighborhood Support Program funding so each community council gets the current $7,000; fund the mayor's annual youth jobs fair through his non-personnel account, rather than through the budget; $100,000 to the Postponing Sexual Involvement Development Program; decline the proposed 2% salary increases for the mayor and council, saving $14,740; eliminate non-local travel, saving $113,000, and non-contractual tuition reimbursement, saving $208,000.



Roxanne Qualls: $500,000 for the "strategic purchase of foreclosed homes"; $250,000 for an I-75 corridor planning and design consultant; $15,000 more for the Mill Creek Restoration Project; establish the photo radar program proposed in 2004, which could generate $2 million.



Chris Bortz: Council should "adhere to the current laws of the city, specifically Ord. 293-2007, which permits appropriation of additional prior year resources only after the comvined reserve balance reaches 10%." The 2008 budget, he wrote in his motion "is balanced by postponing major financial obligations, similar to a homeowner not paying the mortgage in order to pay the electric bill." By funding the city's retirement system at 17%, the city's $9.1 million short of the required funding level.



Jeff Berding: Restore the bicycle transportation program, costing $51,810; restore the contract with the Community Police Partnering Center for 12 full-time street workers from March through December 2008, costing $430,455; mayor's operating budget should stay at its 2007 funding level, saving $10,210; don't consolidate the police and fire communications sections, which was expected to save $247,010.



Cecil Thomas: $500,000 to close a gap for the Madisonville Business Corridor development plan, funded with another $1.5 million in federal grants; $365,877 for Northside's Fergus Street Home Ownership Project; $50,000 for Cincinnati Union Bethel's Off The Streets initiative, with money from the Cincinnati Police Department's asset forfeiture fund.



John Cranley: stop buying bottled water for council members and take out the water cooler in council chambers, saving $580.57; eliminate the citizens' survey, $60,000; eliminate the Sister Cities program, $25,000; eliminate funding for the Greater Cincinnati Regional Chamber of commerce, $150,000; eliminate proposed improvements to Findlay Market, $100,000; establish a fundwith $1,065,000 for the purchase and demolition or renovation of foreclosed properties.

Cut out funding to the Underground Center.
Cut out funding to the Chamber of Commerce.
Cut out funding to the African American Chamber of Commerce.
Cut out funding to the Free Store.
Cut out fundng to the homeless flop houses who perpetuate criminal activity.
Slash funding drastically to the Social Services.
The Mayor doesn't get a salary increase.
They Mayor's international junkets get eliminated.
The City Solicitor's out of town travel gets eliminated. (Somebody needs to look at her budget & her spending. Something isn't right here.)
NSP Funding goes to $5,000 per neighborhood. Some neighborhoods spend the money on things that do not benefit the entire neighborhood. We all know that some neighborhood folks line their pockets with that money.
Vote down that idea of spending more money on studies of the I75 corridor. That's been studied to death & nothing measurable has been seen in decades. Bad idea, Rox.
No increases in the City Water rates. We're already over the barrel on the 12% MSD increase.
No fees for trash collection.
Let the Northside Fergus Street Home Project apply for grant money instead of mooching off the taxpayers. We can't move in those 2 cracker boxes anyway.

Well, that ought to free up plenty of money to keep the pools open & fully compensate the Retirement Fund, something the City has shirked responsibility on for years & years. Too bad Bortz doesn't get it. You don't balance the budget on the backs of those in the retirement pool.

I have to congratulate Cranley on his courage to make difficult budget choices. That $580 he's saving by eliminating the water cooler is going to tie up a TON of budget holes.

An anon at 2:25 PM went to one council-related entry on this blog and slammed Blue Chippers Jeff Cappell and Michael Harlow. A mere 8 minutes later, he/she went to this council-related entry and slammed Scott Gehring.

This is not the first time anti-Cappell/Harlow postings have come so close to anti-Gehring ones.

Someone is trying to play both sides and make it seem like there is some kind of feud there.

Remember the inane theory floated last weekend about an alleged Gehring-Harlow fight at Elder? Nice try, since they are too far apart in age to attend high school together. That, and Harlow is actually from Toledo. Whoopsie! Get your gfacts striaght next time. Congrats to the Enquirer for coming to their senses and realizing that was a classic "Walking Eagle" story. That's one that's so full of poop it'll never fly.

I know all of them. The truth is that Harlow is kicking it in Colerain Township with his lovely wife and adorable son. He's probably taking his son to see Santa Claus or watching Elmo with him or whatver. He doesn't really care who's who in Blue Chip that much anymore. It's called growing up. You should try it some time.

Cappell, for his part, got elected on his own, and worked with some people he opposed Issue 27 with. Cappell has a brain and can get elected to a club presidency where 83% of them agreed with him on Issue 27 by himself, thank you very much.

Gehring has had a run of bad luck lately, some of it of his own making. He has some growing up to do, and his emerging leadership in Westwood plus his marriage, campaign, and homeowner responsibilities are helping to mature him quickly.

Thank you for playing. Go back to DailyKos or something and try to stir up the left. We Republicans are too smart for your crap.

I cannot believe the city gives 150,000 to the Chamber. What a waste! They have more money than they know what to do with.

I be council will NOT stand up to that interest group.

Get rid of the bodyguard.

Eliminate the wasteful citizen's survey.

Don't give any raises to council or senior staff.

And Qualls is back! More money for studies of corridors. How wasteful!

And watch...all of a sudden there will be more money from tax revenue that they will spend immediately.

Spend money to find out what is going on in the police department. In the last few months there have been several cases of police either not doing their jobs or engaging in unethical/illegal conduct.

Again Streicher skates. He is in Dubai.

The latest is the illegal strip search, but that is just one in a series.

Nobody expects Pendergast to investigate, she never met a cop she didn't like.

But, come on Enquirer, what is up at the CPD?

You voted for this Council just a few weeks ago and now you complain. There must have been some reason why you voted to return all nine. Get involved. Call the Councilmembers (though they are difficult to reach) and offer your suggestions. Anon 7:44, you are correct, it is our money and Council should be reminded of that.

I also agree with Pavelish, and I think that it's great that he is still involved. It shows that he does really care and doesn't just pop in and out around election time. I don't seem any other candidates or council members still speaking their mind and giving advice right now. So to "voters of cincinnati" you should be thankfull that he will be running again in two years, because that is the kind of change we need in this city.

Anon 4:48 PM is Jeff Capell, patting himself on the back again. Capell is nothing but the sockpuppet for Chris Finney and COAST. He's their stooge in office, and they have made the BCYR's beyond irrelevant. As tothe 'Elder Fight', I never knew that one and only one alumni from one graduating class attends events at Elder. When I've been at Elder events there are alums from 20 to 85 years old.

Funny how Cranley wants to cut funding for improvements to Findlay Market, but wants to start a fund for the demolition of foreclosed properties. Would the moneny in that fund go help defer the costs of redevelopment for all the developers that contribute so much money to Cranley's campaigns? Or to the developers currently employing Cranley?

Smell that??? Pretty sure that's the smell of corruption oozing from the Cranley camp.

Cincy Capell, the inane "Elder fight" blog post which the Enquirer removed referenced a fight at Elder while Gehring and Harow were students, not alums. As stated earlier, one of the alleged participants did not even attend any high school in this city. Hard as it may be for you west-siders to believe, some people actually live here who weren't born here.

I am glad to see that you referenced attending Elder alum functions yourself. It will help people discover your real identity. Most Elder people I know are a heck of a lot more civil than you. And more conservative, too.
