Behind the scenes of the NAACP sales tax vote
The Cincinnati NAACP voted overwhelmingly Thursday night to oppose an increase in the Hamilton County's sales tax to pay for a new jail (read the Enquirer story).
Although chapter president Christopher Smitherman said nothing at the meeting about his stance, his behind-the-scenes discussions (and opinions) were apparently enough to get County Commission President Todd Portune, who'd proposed the sales tax, pretty fired up.
Portune said Smitherman earlier said he would not take a stand on the sales tax issue and would let the organization decide on its own whether to support or oppose it. However that apparently did not happen, according to Portune.
Smitherman sent a memo to the executive committee prior to the Thursday vote outlining why he opposes the sales tax increase.
Portune, after learning of that memo sent his own letter to Smitherman expressing his disappointment.
The organization voted 95-14 to oppose the sales tax increase, an "important vote," Smitherman said afterward, given the group's mammoth effort to force the tax increase on the ballot. The issue of the memos did not come up and Portune did not attend the meeting because Commissioner David Pepper was already scheduled to be there. By law they would have had to announce before hand that two of the three commissioners were going to be there.
This morning, Smitherman sent out this release:
Dear Membership and Executive Committee,
Last night our membership voted to not support the proposal to build a new jail. I think the membership did an excellent job listening to both sides of the
argument. The membership overwhelmingly voted on Thursday, August 23, 2007
to oppose the building of a new jail. The membership as you are aware
makes the public policy direction for the NAACP.
Our membership is very concerned with the funding mechanism of a sales tax to
build the jail. This is a regressive tax which disproportionally impacts the poor. This was one of many issues that the membership expressed concern.
The membership has charged me to defeat this proposal on November 6,
2007. I will do everything within my power to represent the interests
of our membership. I am asking each of you to be prepared to vote on
November 6, 2007. We want 100% of NAACP members to vote in the
election. We also want to make sure that we influence our friends
and family to oppose this jail tax. Remember we would not even have the option to vote on the issue if it were not for the leadership of the NAACP Executive Committee and Members. VOTE NO ON THE JAIL TAX!
President Smitherman

We're a little upset that Portune imposed his regressive jail tax and made us collect 56,000 signatures in 45 days. There's no way David Pepper could've convinced the membership of the NAACP to support a billion dollar "Vague Safety Plan".
Well, there we have it, 94 votes against putting criminals in jail who deal drugs, rob banks, don't support their kids, drive drunk and abuse children ---- I wonder how many other people in Hamilton County have friends or family in jail and don't want the services or help to get out of a "life of crime" and don't want to go to jail either.
Well, that's 94 votes verses the rest of us who want people held accountable and are willing to help them get out of the situations that lead them to crime.
Well, Todd's just the latest in a long line of people who've been "Smitherwinked" at first and slapped upside the head by his megalomaniacal, self-aggrandizing duplicity when he (Smitherman) felt the time was right (for him, Smitherman).
Sorry to disabuse you of the notion that Smitherman is anything other than self-serving and backstabbing, Todd. Heaven forfend he (Smitherman) should have contacted you to let you know he'd changed his mind out of professional courtesy and respect.
Take a number Todd: lots of people came before you and more will come after.
It's a sad day when Smitherman is defeating Portune on issues. Although, why is Portune popular anyway?
Smitherman: what a two-faced has been. He. like DeWine, has never taken the time to understand the complex problem the county faces. They would both let the 100 year old jail fall in on the inmates before taking the courage to provide an environment in help inmates end the cycle of violence. Neither has the guts to stand in front of a group of inmates and say, "it does not look too bad here and we can't help you get treatment for your mental issue or substance abuse."
Mr. Portune is correct, what does the safety plan have to do with race-based juducal appointments or the past record of the Cincinnati police department? Is Smitherman really serious that he would oppose the safety plan becuase judge West was passed over for the next level?
No wonder the major parties and the Charterites won't touch him. He rides with the Greens...another gaggle of misguided voices.
Smitherman went gently down the tub !
Merrily, Merrily, Merrily, Merrily: Outing Portune was also a big flub !
Rove, Rove, Rove their boat: Charterites now have sooooo much fun !
When Merrily, Merrily, Merrily, Merrily: decider says 'cut and run !
The deeds they were soooo dirty !
Merrily, Merrily, Merrily, Merrily:
They laugh and boast at our sick City streets !
Merrily, Merrily, Merrily, Merrily: strategy sinking, like our Vine street mess !
Citizens are taking NO more flack-o !
Now we all, shake our heads: Typical wRong wing whackos !
PATHETIC !
HAD ENOUGH, VOTE DEMOCRAT 2007 !
Our violent crime rates are largely driven by black people killing otheer black people. The NAACP then complains about all the blacks in jail. Liek Sharpton, Smitherman is leading a new generation of black leadership that blames everyone but blacks for black on black violence, and rattles off about conspiracy theories instead of personal responsibility.
Portune has played footsie with the likes of Smitherman for years. Portune was foolish! Smitherman has no loyalty, except to himself.
Why is Portune poular? Is he? Not like he was a year ago.
Fading fast and the R's have the pooling to show it!
So sad! At a time when the Cincinnati African American Community so desperately needs an exceptional leader, this is what we have. Another example of what plagues politics in America. Leaders who base their decisions today, only on how it will impact their own personal political career. Chris Smitherman is at the head of the class with his behavior!
dear 11 43...you menat polling and , yes, Portune is down 24 points from a year ago, only a 41% approval now...ripe for the R's.
Of course Dewine is 12 points worse!
Anon 9:02,
Even if the jail tax is overturned, there is no reason for DeWine to be confident about him winning in 08 or Portune losing in 08.
The Repugnicant Party is so unpopular right now that anyone running with that label is simply dead meat.
In addition to his personal baggage, DeWine carries his party's baggage, too: the illegal war, gas prices, the total inability of his party to run any government at any level, illegal payoffs, and who knows what else will be discovered between now and then.
.
Ouch, get that knife out of my back !
WHICH ONE !
The most recent, wRong wingnut whacko, one !
You mean the one that's been kissing 'finney's fanny' !
Yes: the one from that 'smity' guy that thinks he can 'coast' through life !
Hang on, it's a deep one !
PATHETIC, Flip-floppers !
HAD ENOUGH, VOTE, for a real, DEMOCRAT 2007 !
Dewine has by far the lowest poll numbers out there. He has incredibly high negative ratings among REPUBLICANS. No other county officials (Rep or Dem) had higher negative ratings among REPUBLICANS than DeWine did.
DaWhine is in so much trouble with his own party because he is epitomy of arrogance, selfishness, far right wing obstructionists, COAST lap boy.
Portune is taking a hard hit, for a good cause --- integrity. He is acting in the best interest of the county, not his party supporters.
Refreshing
Could it be that the jail is not the issue, but the fact that this arrogent county commission is trying to take moore money out of the pockets of those who can least afford it, for whatever they dream up next week?
