Crowley's Iraq War resolution

Cincinnati City Council member David Crowley will introduce a resolution in Monday's Finance Committee meeting that opposes President George W. Bush's proposed troop build-up in Iraq. More than 250 cities and counties -- big and small, ranging from Chicago to Sebastopol, Calif. -- have passed similar resolutions.

Here is the resolution proposed by Crowley:


RESOLUTION NO. ______________-2007


EXPRESSING the Council of the City of Cincinnati’s support for the U.S. troops currently serving Iraq, as well as those that have previously served, and those that have been killed or wounded during such service, and their families; and further EXPRESSING Council’s deep concern with regard to President Bush’s proposed plan to increase the United States’ military presence in Iraq by 21,500 troops.

WHEREAS, more than 137,000 United States military personnel, including many from Cincinnati, are bravely and honorably serving in Iraq and deserve the support of all Cincinnatians and all Americans; and

WHEREAS, the people of Cincinnati will always honor the honor and sacrifices of the American soldiers who have died or been wounded in combat in Iraq, including the more than 3,000 United States military personnel who have died in Iraq and the more than 22,500 who have been wounded; and

WHEREAS, on January 10, 2007 President George W. Bush announced his plan to increase the United States military involvement in Iraq, by deploying approximately 21,500 additional United States combat forces to Iraq; and

WHEREAS, the Council of the City of Cincinnati hereby expresses its deep concern regarding the President’s plan to increase the number of American troops in Iraq, in part due to the impact on the available federal resources required to provide for the urgent needs of the most vulnerable portions of the American population, including the need to provide for the health, education, and homeland security of the City of Cincinnati and of other major urban areas within the United States; and

WHEREAS, in excess of $250 billion has been appropriated by Congress to fund military operations and reconstruction in Iraq, while in contrast, the City’s total amount of HUD grants has decreased significantly since 2002, the year before the commencement of the war in Iraq: in 2002, the City of Cincinnati’s total HUD grant amount was $23.7 million; in 2006, the City received a total of $18.9 million, and is anticipated to receive an estimated $17.5 million in HUD funds in 2007, which amounts to a projected decrease of $6.2 million in annual funding levels since 2002, without accounting for inflation; and

WHEREAS, this decrease in federal grant money severely lessens the ability of the City of Cincinnati to rebuild its urban core, promote homeownership opportunities in Cincinnati, and provide critical housing services for the poor, the disabled, and for people with HIV-AIDS; and

WHEREAS, polls show that greater than 60% of Americans oppose sending additional American troops to Iraq, which indicates that the majority of Americans share this Council’s concerns with increasing U.S. troop levels in Iraq at this time; now, therefore,

BE IT RESOLVED by the Council of the City of Cincinnati:

Section 1. That Council supports the U.S. troops currently serving Iraq, as well as those that have previously served, and those that have been killed or wounded during such service, and their families.
Section 2. That Council expresses its deep concern with regard to President Bush’s proposed plan to increase the United States military presence in Iraq by 21,500 troops.
Section 3. That the City of Cincinnati, its elected leaders and its citizens have a responsibility to highlight the implications of sending additional troops to Iraq, and the resulting impact on available federal resources, which are urgently needed by the most vulnerable portions of the American population in the City of Cincinnati and other major urban areas within the United States.
Section 4. That a copy of this resolution be spread upon the minutes of Council and copies shall be sent to George W. Bush, President of the United States, and members of the Ohio U.S. Congressional delegation.

David Crowley would be better off spending his time figuring out how to be a useful City Councilman. If he wants to make decisions about war he should run for Congress. Though hopefully when he does, he won't be as neglectful of his Councilman duties as Cranley was.

Thank you, Mr Crowley, for taking such a principled stand on this issue. If our legislators in D.C. had your courage, your resolution would not be necessary.Now you have to get it passed and then see if anyone in Washington cares.

Substance over reality. Dems like Crowley love to pursue this kind of empty gesture to grab headlines and make it appear as though they really, really care. The Dems don't have a clue about fighting this war, let alone winning this war, and the sooner we get them out of power in Congress, the better. Cincinnati City Council is too far gone to the left to be concerned about, and Cincinnati's demographics will keep it that way.

While this current council has talent and appears to be trying to do the right things for the folks of Cincinnati, I'm sure that this resolution will divide our community and distract from so much unfinished business now before council. There is such a thing as good timing. This resolution just chooses sides.

Mr. Crowley likes going to work. He likes to giggle all day long. He likes having fun. He likes thinking up fun things to do. He likes making paper airplanes. He likes being paid by city taxpayers.

i think this is a great idea. the only way we're going to get our country back from these monsters that have hijacked it with stolen elections and fascism is from the ground up. i don't care if it divides the community. i know which side i'm on and its not fascism.

WHEREAS, there is no real focus to solve the city's problems.

WHEREAS, we have a murder rate that scares ordinary citizens.

WHEREAS, we have council spending our tax dollars frivolously.

WHEREAS, education in the city of Cincinnati is abysmal with no hope for improvement.

WHEREAS, downtown development on the Banks is stalled.

WHEREAS, there is no leadership to fund a new jail.

WHEREAS, this city council, like so many of recent memory, has gone absolutely bonkers.

The voters hereby resolve to actually elect smart, dedicated, self-less, people to the city council who care about our city and not about a radical gay rights anti-war agenda (Crowley), their own political future at the expense of the city (Cranley), who simply don't have the intellect to lead on important matters (Cole & Thomas), who can actually get along with others (Ghiz), who aren't rabid self-promoters (Berding), and who aren't silver-spooners whose name and money got them elected without any credentials (Bortz), and who actually have some leadership charisma (Monzel).

Let's change city council, people, PLEASE!!!

Shame on David Crowley and anyone who votes for this measure. With over 500 murdered in our city in the last six years, are you telling me this the best Crowley and Mallory can come up with? Shame on you both. I'll remember not to vote for anyone associated with this measure.

Normally I would agree with such sentiments. However, there is something to be said for getting your own house in order before you start telling other people how to run their affairs.

If the city of Cincinnati did not have so many problems, and if council wasn't such a dysfunctional family, I would be 100% behind this resolution and would encourage David Crowley to shout it from the rooftops.

Right now, David and the rest of council need to take some action to turn this city around. Then maybe they can get on to sounding off about national security and foreign policy matters.

A lot of Cincinnati's problems stem from federal drug laws. Maybe Crowley is on to something here.
