Public hearings set on the jail -- but where?
UPDATE BELOW
Two public hearings that could pave the way for a Hamilton County sales tax to pay for a new jail have been set, but the commissioners are arguing over where the meetings will be held.
County Administrator Patrick Thompson has set meetings for:
. Monday, Aug. 7 , 6:30 p.m., Sycamore Township Hall, 8540 Kenwood Road;
. Monday, Aug. 14, 6:30 p.m., Westwood Presbyterian Church, 3011 Harrison Ave.
Commissioner Phil Heimlich supports those locations but Commissioner Pat DeWine sent a Monday e-mail to Thompson to ask that they be held at the downtown County Administration Building.
Commissioner Todd Portune doesn't like any of thos locations, saying they are neither convenient nor centrally located for those wishing to attend. Portune wants them held at the Drake Center Inc. in Hartwell and Sharonville's Convention Center.
The public hearings are needed by law if commissioners want to meet an Aug. 24 deadline to put issues on the fall ballot.
Heimlich, who is seeking re-election against Democratic challenger David Pepper, proposed last month that Hamilton County increase its sales tax a quarter-cent to 6.75 percent. That would raise enough money over the next 20 years, Heimlich said, to pay for a new 1,800-bed, $225 million jail and provide property tax relief.
Heimlich insists the public make the decision on taxing itself, so he wants the issue on the ballot. The only way it can get there is by the public hearing process and a majority of commissioners agree before the Aug. 24 deadline.
The public hearings are scheduled even though it now doesn’t have enough votes to get on the Nov. 7 ballot.
Republican Heimlich supports the proposed sales tax increase. Fellow Republican DeWine doesn’t.
DeWine’s proposal calls for building a smaller jail, to be paid for by selling county land and spending cuts, and renovation of existing jails.
Portune, in the past, proposed paying for a new jail with proceeds from casino proceeds -- if casino gambling is adopted by Ohio voters.
Thompson even has his own proposal – raising the sales tax a quarter-cent for seven – maybe eight – years to pay for the jail, forgoing any property tax rollback.

From The Post, 6-10-06:
The Coalition Opposed to Additional Spending and Taxes, which generally opposes property tax increases, does not appear to be actively opposing (Heimlich's jail) plan.
In a statement, the group endorsed Heimlich's general handling of county spending. It characterized the sales tax increase as being consistent with Heimlich's pledge not to raise taxes or spending beyond the rate of inflation.
COAST Chairman James Urling said, "It is possible, of course, in consistently pursuing fiscal discipline, to do new and important projects in our community without increasing the burden upon taxpayers. It is this feat that Phil Heimlich has accomplished, after consistent toil for fiscal responsibility in the county."

"Massive Misuse of Funds Alleged - Hamilton County May Have Misspent $1 Billion, Audit Says"
I'm with Portune. Drake and Sharonville center both have parking and easily accessible !!
Once again, Todd Portune has the solution for the county conflicts !!
Thank you, Anon, for pointing out the Hamilton County JFS spending abuse freak-show.
Scary thought: this is one agency, in one county, in one state, and a BILLION DOLLARS in question.
The bloat and waste is so massive and so overwhelming and so EVERYWHERE. Why ANYONE, with a breath in their body, would allow a politician to reach into their pockets one more time--well, I am just in disbelief.
Isn't this obvious???
Why, with examples such as this--just ONE that has come to light--would anyone vote for a new tax for any reason??!!
Don't other towns and counties usually ask for a bond referendum for an infrastucture need like a new jail or courthouse complex?
Why was that approach ignored? Just wondering.
Looks like the culture of corruption has landed in the gop dominated hamilton county !!
One party rule = corruption, waste, mismanagement !!
It is time to throw the cronies out !!

Lets put the jail in the west end. Saves transportation costs...
Of course COAST doesn't oppose the plan - Chris Finney, Heimlich's former campaign manager and new lap dog ( or is it the other way around?) is a leader in the COAST movement creating a sunami effect on the quality of life in Hamilton COunty and near suburbs that are losing population to Finney's neighborhood ( Anderson) and other border line suburbs.
CoAst members attend private, country club churches, their kids attend private prep schools, and their outside allies are persons who just don't understand what they take away from the community for a buck here and there.
And, while Finney's appointments to boards "auditing" and cutting programs serving middle class and working poor families - the Republicans are tucking away big donations from contributors doing business in Hamilton County
And thu, the complacency in how money is being spent in Hamilton County!!!!
Who will pay for it?
Republicans are to Hamilton County funds, what Halliburton is to the money spent in Iraq! And it's all endorced by the state authorities ( until they got caught 2 years ago by the feds)
Kimball - Why hasn't the Enquirer reported on Three Centurions LLC, Phil Heimlich and his political apppointee Chris Finney's real estate partnership which they transferred to their wives when the Dean starting asking questions?
You're the county government reporter, right? So why haven't you reported the story that the president of the county commission appointed his business partner to two county boards, Tax Levy and Drake? Seems like an obvious conflict of interest.
Oops, I forgot. You work for Tom Callinan. Never mind.
