Mallory asks Crowley to serve on rule-making body
When the Rules and Government Operations Committee of City Council meets for the first time today, it will have tripartisan representation made up of a core group that Mayor Mark Mallory hand-picked to help him organize City Council: Democrat Jeff Berding, Charterite Chris Bortz and Republican Chris Monzel -- plus Democrat Laketa Cole.
And it will have a last-minute addition to the committee lineup: David C. Crowley. Crowley, of course, is the third-term Democrat who locked horns with the mayor over rules and committee assignments -- the very jurisdiction of the Rules and Government Operations Committee -- even before the new council was sworn in.
That Crowley was not originally supposed to be on the committee is clear from the report itself. His name appears to be typed in after the report of the Rules & Government Operations Committee was already written and signed:
Crowley said Mallory asked him to serve on the committee during the inaugural ceremonies last Thursday -- just minutes before Crowley took to the floor to criticize Mallory's decision to strip him of his chairmanship of a committee.
"He came over to me, and poked me on the shoulder," Crowley said. "That surprised me that he did," Crowley said. "I decided I do want to be on that committee. I think that's going to be a committee that's going to be a traffic control device."
(In fact, it's unclear whether Crowley's name was on the report when City Council voted on it. A copy of the report was not provided to the press at City Council's Dec. 1 organizational meeting, and it wasn't available from the Clerk of Council's office until late Friday -- more than 24 hours after it was adopted. And it's also unclear how the Rules Committee could have made the report to City Council if it never officially met.)
Crowley said he sees the overture as something of an olive branch. "I see that as positive," he said. "He didn't have to ask me."
And when he does, he said he may also reconsider his decision to leave other council Democrats -- everyone but Cole -- out of the decision of who would replace him if he dies or leaves office.
"When I cool down, I'll take another look at it," he said.

It doesn't seem like that is very kosher, to type in a name after the committee has been voted on and signed off.
Either this is Mallory's way of trying to cool off old man Crowley's temper or prehaps Crowley typed in his own name.
Is that typewriter'd in? Don't they use computers at City Hall?
Or did someone add it via computer, but use Courier, the worst font ever?

Maybe we can get Dan Rather on the case.
So, all you have to do to get an appointment is complain loudly enough and Mallory will bend...like the skinny twig he is in the wind. No matter which way it's blowing. He should have stuck to his original plan and not wimped out and typed in Crowley.
So- Crowley saw it as an olive branch from Mallory, then still made his nasty speech, & skipped the Thurs. night swearing in? How pathetic- especially since his campaign refrain was that he was the mature voice of reason.And, now he's decided he needs to "cool down" and rethink giving only Cole the ability to select his successor. Maybe he should have counted to 10 before he made that decision in anger also. The way he's going a successor may have to be named soon- he should step down and let someone who plays well with others to be on the team.
Crowley not only got on Rules & Govt.Operations Comm., he's Vice Chair of Vibrant Neighborhoods,Environment & Public Services, Vice Chair of Education, Health & Recreation, and is on Economic Development Comm. and Arts, Culture,Tourism & Mktg.Comm.
That's FIVE Committees!- more than any other council member sits on. Well that should keep our "elder statesman" busy and hopefully awake. If he has any sense (which is looking doubtful) he'll publicly apologize to the mayor and all of council for his rude behavior.
I just wonder why Mallory is bending over backwards for Berding and Bortz?
I think everyone should pay careful attention to who raises money for Mallory in the coming months to get him out of campaign debt (and probable fines). I really hope Korte does.
Mallory has used money in shady ways in the past. Be on the alert for quid pro quo.

the top committe chairs were determined by skills & experience, not by votes.
all these political conspiracy theories explaining crowley's exclusion are baseless other than the credible sources who advanced & advised mallory.
crowley is an old-school liberal with a decent following. otherwise, he doesn't have the background (and running a bar is a poor argument) to be heading the ED committee. bortz was a no-brainer choice over crowley.
as far as crowley's council record, DC has covered that well & accurately.

SW- Mallory was not tactless- the appointments were announced when all of council met because they ASKED for it to be done that way vs one on one.
The time for Crowley to "cool down" was before he shot off his mouth-he needs a time out, in the dunce's corner. His staff and wife need to teach him to count to 10 and "go to his quiet place" mentally.
