A fight over "****ing idiot"

Jail tax opponent Jason Gloyd has accused Hamilton County Chief Deputy Sean Donovan of calling him a “****ing idiot,” and claims it’s part of a pattern of intimidation by the Sheriff’s office against foes of the half-cent sales tax increase on the Nov. 6 ballot.

The alleged incident occurred after a spirited debate about the Issue 27 jail plan Tuesday night at the Price Hill Civic Club. Anti-plan campaign chair Gloyd said Sheriff Simon Leis approached him, spoke very respectfully and walked away.

Then Donovan leaned in, about four inches from his face, and pronounced him a “****ing idiot,” according to Gloyd

UPDATE, 6:30 pm, Friday: Gloyd said that Donovan was armed and uniformed. But after this item was posted, several people present at the event - including Donovan and the organizer - called to say Donovan was wearing a suit - and no gun.

"I wasn't in uniform. I wasn't armed," said Donovan, who said he was wearing a coat and tie.

Hamilton County Commissioner David Pepper also said Donovan was wearing a suit.

And Pete Witte, president of the Price Hill Civic Club and host of the event, said Donovan was "definitely in civilian clothes."

As for the "****ing idiot" remark, there are no witnesses. But, Witte said, "it was absolutely a spirited debate. There was a lot of passion."


Gloyd, a real estate agent, said he was left dumbfounded. “Maybe it was good-cop, bad-cop, I don’t know.”

The next day, he e-mailed Donovan and Leis to ask why the two sides can’t disagree, without venom.

Donovan said he didn’t recall any such incident, that jail opponents were “grasping at straws” for publicity, and that Gloyd was an “uninformed, nondescript puppet.”

The chief deputy believes this year the county is closer to getting the law enforcement resources it needs than at any other time in the last 20 years. “Nobody wants to pay taxes,” he said. “But they want to live in a safe county. I want people to stop moving out.”

As for Gloyd, Donovan said, “I couldn’t pick the guy out of a line-up.”

No one heard the alleged comment, but Charles Norman, an aide to Commissioner Pat DeWine, said he saw Donovan speaking to Gloyd.

Commissioner David Pepper attended the debate, but was busy talking with others. He argues the real story is that “crime is so bad in Price Hill, residents have to sit on lawn chairs on street corners to keep the drug dealers away.”

Issue 27’s sales tax increase would raise $736 million over 30 years to finance a new 1,800-bed jail, treatment programs for inmates and more neighborhood sheriff’s patrols.

Pepper said he planned to continue to be civil, and others should also, but he dismissed complaints by the WeDemandABetterPlan.Com group as “a small group of people saying how scared they are. It sounds like schoolyard silly stuff.”

Commissioner Todd Portune wasn’t there, but said the opponents have no plan, no solution. “They just make stuff up to get everybody distracted with bogus claims. Issue 27 is not just about a jail. It’s about public safety.”

Me thinks David Pepper embellishes a bit. I live in Price Hill and have never seen anyone sitting in lawn chairs on street corners to keep drug dealers away.

Kudos to Mr. Donovan he speaks the truth! Its about time somebody told this group off they are tearing our community apart so they can grow their bank accounts and not pay taxes! Vote yes for the jail!

Our plan is to defeat the super-sized tax that's actually on the ballot.

Maybe then Portune and Pepper will do their jobs and LISTEN to the broad coalition from left to right that has been informing them about the massive amount of waste and inefficiencies in their outline of a billion dollar plan to make a plan.

It's really too bad they didn't have REAL public hearings to allow the public to inform them of so many problems. These two limousine liberals-that like to hear themselves talk, but refuse to listen-have wasted a lot of our time and money.

You guys blew it and the sooner you wake up and start working with the community and come up with a real plan the better. It got on the ballot because the plan is flawed all across the board.

It's going to be another $1.2 million loss David!

This much I absolutely believe is true. A new jail won't do anything about this, though. Crime on the west side will go down when District 3 cops decide to actually go to work. District 3 is known by all the parties pushing the jail tax to be the laziest, most sexist, racist, and criminally led police district in the city. District 3 is Elder Central, and that is why crime in Westwood and Price Hill is so bad. This problem has been going on for years, and so has the steady decline of the west side. This begs the question where in the hell have Pepper and Portune been all these years? Both served on city council, and both ignored the complaints of residents who were mistreated and ignored by District 3 cops. Both had their chance to do something about this problem, and chose to ignore it, instead.

Your failed leadership is why west siders are defending their own neighborhoods, David.

Exactly. Al they do is complain without offering any fixes of their own. And the fact that they are now resorting to lying to generate publicity shows just what the Issue 27 opposition is made of. With no solid ground on which to stand, I guess you have to resort to scare tactics to get the uniformed voters out to the polls.

Kinda sad.

If people have to sit in lawn chairs to drive away the drug dealers, where the f*** are the Cincinnati Police? Oh, that's right, not doing their jobs very well, just like they haven't been doing for at least 6 years.

Why doesn't City Council do more to push the police and get rid of their ineffective leader, Chief Streicher? Oh, that's right, City Council is afraid of the CPD.

Why didn't David Pepper demand better results from the CPD while he was chairman of City Council's Law Committee? Oh, that's right, he's all talk and no action.

Building a new jail won't make Price Hill one iota safer. Better policing will.

The lawn chair strategy was actually explained at the meeting, right before the debate started.

Amazingly, even after hearing that, Finney and Gloyd told the crowd this was not about public safety.

Oh brother. Let's try to get the facts straight. As for the people sitting in lawn chairs to keep the drug dealers away. That is true. I was in attendance that night and Price Hill started several months ago a program called...Good Guy Loitering. People sit at predetermined locations, bring their lawn chairs, refreshments and sit for several hours at a time. They said they have found since doing this it has kept the "bad guys" away for that night as well and as for several days after. I think Pepper's point is that why in the hell do people in this City have to do things like this when the City, County...read Government, should be doing their jobs to fix the behavior that leads to people having to do more than their share of the "heavy lifting".
As for District 3 and the comment of them not doing their jobs...
I will say that the majority of the problems we face hear in Westwood and Price Hill is that Government at ALL levels have essentially relocated the ghetto from the West End and Over The Rhine to the Westside of town. The experiment of moving low income people into a Middle-class Community has FAILED!!!! Get these low income, trash dropping, not raising their offspring, criminally orientated, loud talking, violent assess the Hell out of my neighborhood. Then and only then will Westwood and Price Hill be once again a normal, SAFE place once again to raise our families!
As for a grown man worried about being called and fuc***g idiot. All I can say is what a pus*y.

I go to many of these events where Sean Donovan and Sheriff Leis appear. Sean NEVER wears a uniform and ALWAYS wears a suit & tie. The Sheriff wears the same.

These right-wing whackos in my beloved Republican Party are ruining the party.

I heard my brand new neighbor - she moved in I think about 3 weeks ago - telling someone that when she gets home after dark, she runs from her car to her front door. It's a distance of probably 6 or 7 yards. And we live in Hyde Park, for pete's sake.

Indeed. All of this craven fear mongering plus a complete void of real data on who's being locked up and for what and actual crime rates in this city... And now you have a woman afraid to move 20 feet in quiet neighborhood after dark. Mission accomplished, eh?

That's how you propose to solve the jail problem? Did you even read what you typed before you submitted it???

That is one of the most absurd things I've read in opposition to the safety plan. You offer no solutions, only place blame. Issue 27 opponents don't want to be part of the solution, they only want to avoid paying an extra half-penny when they shop in Hamilton County. What a bunch of cheapskates. Placing saving a penny or two above public safety is just absolutely absurd.

The Issue 27 opposition campaign is wrought with ignorance and no real solution to the jail problem. It's so sad to see them spread lies and fear because they don't want to pay an extra half-cent to ensure the safety of themselves, their families, and future residents of Hamilton County. How selfish.

Agree with the "scare tactics" comment.

Deters talks about "the exploding murder rate" while the Enquirer previously and since reported the 2007 murder rate down very significantly from 2006. (Reason? More cops? That's worked elsewhere including New York.)

And we get the Portune/Leis display of assault weapons. Do we need a new jail to store Simon' cache of weapons?

I'm still opened-minded about this but so far, these guys are giving good reasons to vote NO.

You can thank the ACLU and the leaders of the failed downtown "boycott" for the changes in police tactics. They are responsible for the asinine federal watchdog which hindered the police and prevented them from doing their jobs.

The boycott leaders (Dan LaBotz, etc.) are also the ones leading the anti-jail effort. They oppose Sheriff's patrols because they think they should be subject to the collaborative.

I see (via google) that the treasurer is or was working for David Pepper. I'd love to know who these "Citizens" are and I'd be especially interested to know who's providing the funding.

Does anyone know where I can find that info?

Another tragic example of political coercion by the Ham Co powers-that-be.

I'm confused. One one hand Donovan knows Gloyd is an "uninformed, nondescript puppet" based on his appearances at various forums. In the next breath, he couldn't pick Gloyd out of a lineup. Which is it?
