The List of 1,500
The jury's still out on whether The List of 1,500 potential killers exists. When council candidates Melanie Bates and Charlie Winburn pitched it last month, Bates said she had a copy of the list of those living in her neighborhood. But after news broke about their list, they and supporter Todd Portune started saying the list didn't actually exist yet. They've declined requests from The Enquirer to produce it.
Yet, Winburn still wants to talk about it. In a letter to Mark Mallory and city council members, he reminds that council, in 1995, passed something called the Registration of Convicted Persons Act.
Here's some of the letter:
"As you may know, I recently developed a website, http://www.thecriminalnextdoor.com/, which uses the most dangerous criminal list model as a framework for encouraging effective community dialogue about public safety issues. In addition, Chris Kearney and I developed a new screening process to track the most violent criminals in Cincinnati. This system will enable citizens, law enforcement and regional governmental leaders to serve as an effective broker in bridging the gap between the law and order and intervention mindsets. It is important that we track violent criminals—not only from the standpoint of where they offend, but also where these persons live—in order that the citizens realize “true community control”, so that law enforcement agencies can have better criminal intelligence, and so that social service agencies may more effectively and efficiently connect these persons with important social services, such as drug and mental health treatment and job training.
When I was on Cincinnati City Council, I strongly supported legislation, along with Mayor Qualls and Council, requiring the most violent and repeat criminals register with the City of Cincinnati so our citizens know who they are and where they live. This rule of law supports the criminal next door concept as well as the so called "Killers List" The Cincinnati Enquirer referred to on April 23, 2007. We passed City of Cincinnati Ordinance No. 291-1995, now codified as Chapter 717 in the Cincinnati Municipal Code (the “Registration of Convicted Persons Act”), which requires repeat felons—as well as persons convicted of aggravated murder, murder, voluntary manslaughter, rape, sexual battery, gross sexual imposition, felonious sexual penetration, kidnapping, abduction, and child stealing—to register with the City. These are some of your most-dangerous criminals in Cincinnati. It's a good place to start effective monitoring and tracking. According to most criminologists those who commit two or more felonies are highly likely to commit another violent crime. Specifically, with respect to sexual offenders, U.S. Department of Justice statistics show sexual offenders are 7.5 times more likely to recommit these crimes.
Pursuant to the Registration of Convicted Persons Act (the “RCPA”), once a violent or repeat felon registers, the City is required to notify the neighborhood where the felon is moving. If properly implemented and executed, the RCPA will assist law enforcement and citizens in tracking the most violent criminals. The RCPA is consistent with our recent efforts on improving public safety through community participation. The RCPA and the tracking system Mr. Kearney and I are proposing do not violate any constitutional rights of violent and repeat criminals. If this is the case then maybe the Council should repeal this Ordinance. If we can effectively implement and execute this Act, our law enforcement will be able to better manage the approximately 1500 most-dangerous criminals in the City."

So whats the big deal? What about the criminals and their rights? What about our rights to keep these animals off the street? We need more programs, we need to hug them, we need to make sure to tell them to stop the violence. When is this city going to wake up! Good or Bad sometimes you have to step up and do something. The Enquire found itself under that same banner when it was time to step up after the "riots" happened. The Enquire was not going to let these injustices rest until justice was done. How many news reports have been done about the police force and their racist behavior lately? I haven't seen one in a while? Oh yea and what did the independent team find out about the police? I remember, it said they were not doing what was reported in your paper! Was that story on the back page of the Enquire?
Just maybe if a purp is killed by a white cop we will be taken back to memory lane to that glory days of the riots to defame another police officer, and make a joke of this city. Now we have two responcible citizens stepping up and trying to do something about crime. Praise them for steping up and trying to do something about crime. It's a good idea that needs more work. Do we have the right to know if a sex offender is next to us, yep, then we have the right to know Joe Blow is a drug dealer, likes to assault people or likes to drive drunk we should know so we can keep our kids away from them. It's all about the children anyway. Besides if it takes a village to raise a kid then we should know all about the village idiots. Do not allow this to be turned into a race thing( to which the Enquire truly loves to do) which is the way this topic is headed for. Make it about actions and those responcible for their actions. If I take responsibly for my actions then why can't criminals? Wait we can't do that there's no news in it. If only a white cop... never mind keep hoping Enquire there's always tomorrow.

43 years ago, the civil rights act was passed. Many of those voting against it were Democrats, but, like Strom Thurmond, they later became Repugnicants.
In the election of 1964, over 60% voted to elect Democrat Lyndon Johnson. Your Repugnicant candidate, Barry Goldwater, carried only 5 states: his own (barely) and the 4 most violently racist states of the Deep South. Goldwater got 87% of the vote in Mississippi because only whites could vote, while Blacks were kept away from the polls by any (illegal) means necessary. It's kind of like what they still do in Florida and now in Ohio.
You could not have chosen a worse topic than civil rights to try to defend your Repugnicant Party on.
It's plain to see over the past week that with Falwell assuming room temperature, the right-wing nutjobs are at a loss trying to come up with their own tlaking points. Limbaugh has become even more of a sputtering fool, Rove has gone into hiding, and you right-wingers can't think for yourselves very effectively.

folks - in regards to the list - cincinnati .com already has a link to a site where you punch in your zip / address and it tells you what criminals are in yur neighborhood.
the 1500 list is a great tool - tweaked - to better provide info to law enforcement - but as to public access to EVERYTHING that's going on just go to the cincinnati.com site and you get what you need - and if yu don't have internet or time or can't find the link - heck, just pick up your community press paper - they have the run down every week

So per you response to this Conservatism is the problem with the county because we like small government, believe there is a God and we don't follow the Constitution? Democrats not Republicans feel that the Constitution is a living document that can be changed and interpreted at will, we do believe there is a God and we want others to know God's grace and we do want small government and I am sure by your comments that you hate BUSH. Isn't he the one who you hate because we are in a war, Katrina, and gas prices are high... You want more government to have more involvement in your life, because if you do just so you know you most likely will not be able to smoke your marijuana in your own house then what world would you live in?
