Finney to Pepper: Kiss my (expletive)


At an outdoor press conference today, David Pepper tried to describe his 10 rules to improve government as he seeks to become a Hamilton County Commissioner.

Pepper, though, was interrupted by two moving trains, dozens of passing tractor-trailers -- and a profanity-laced tirade from Cincinnati attorney Christopher Finney, a business partner and friend of Pepper’s opponent, incumbent Republican Commissioner Phil Heimlich.

Upon arrival, Pepper saw that Finney also was there. Pepper walked up to Finney, said hello and extended his hand. Finney rejected the offered handshake.

Pepper then started the press conference and was discussing how he believes total transparency and disclosure is vital in government, when Finney shouted “You’re trying to smear my name because you’re a rich f------- ---hole.

“Kiss my a--. Right here,” Finney said, patting his behind.

Finney was upset that Pepper mentioned Finney by name in his “10 Simple Rules to Clean Up Hamilton County Government,” suggesting neither Finney nor Heimlich had properly disclosed their business relationship even after Finney was appointed to head the Tax Levy Review Committee. That volunteer committee is charged with monitoring property taxes that fund special services such as health care for the poor.

Pepper’s point was that his rules are “Civics 101” and commonsense for good government, not personal attacks.

Pepper wants relationships like that of Finney and Heimlich – they own a real estate business together – openly disclosed.

“There’s frankly more suspicion about it” when it isn’t disclosed, Pepper said.

What Pepper really wants, Finney countered, is to leave unfair impressions about a man who has given hundreds of volunteer hours to the government and worked hard to build a law practice with 25 employees and a $1 million annual payroll.

“He makes these allegations but he has no proof of it,” Finney said.

Then he turned to Pepper and added, “You’re throwing around allegations of violations of the law willy nilly.”

Pepper asked Finney to behave while Bridget Doherty, Pepper’s campaign spokeswoman, told Finney he was acting “infantile.” Finney then told her she also could place her lips on his behind.

Finney noted the irony of the location of Pepper’s press conference – across the street from the old Ivorydale plant in St. Bernard, where Proctor & Gamble used to make Ivory soap.

Pepper, a Democrat, is the son of former P&G chairman John Pepper.

“We’re standing here in front of the former Procter & Gamble where David Pepper’s father made tens of millions of dollars and his family is worth more than $100 million. I work and invest for my living and pay hundreds of thousands of dollars directly and indirectly in taxes,” Finney said.

“I don’t need that from a trust fund, spoiled brat like David Pepper who has never had to work for a living. For some (expletive) who has never worked for a living to do that shows his immaturity and disqualification for county commissioner.”

Pepper, a lawyer with a downtown firm, notes his father didn’t take charge of P&G until Pepper was away at college.

"The effort to intimidate was there," Pepper said of Finney's confrontation. "That actually was more dramatic than some of the worst instances at City Hall. (But) the trains were more of a distraction."


When asked later about Finney’s actions, Pepper said: “I don’t care.”

In addition to Pepper and Finney, the others at today’s press conference were six Pepper campaign workers, a radio reporter and an Enquirer reporter.

Lucky for Pepper, despite the fact that no media went, Finney turned it into a disaster for the Heimlich campaign. He made a story out of a non-story.

Seems that Nate Noy's puppetmaster can dish it out but can't take it. Chris Finney and Phil Heimlich are representative of everything that is wrong with county government. Finney is the single biggest detriment to the Republican Party locally. The man is an absolute nutcase. Phil Heimlich needs to go so that we can rid ourselves of the pompous ass, Finney. Phil Heimlich, Chris Finney, and Tom Brinkman cannot be separated. It would be better for the Republican Party to kick them out.

"When you are up against very big money, it skews how people behave,'' said Tax Levy Review Committee Chairman Chris Finney. "When you stand between people and their money, it gets very nasty, very personal, very quickly.'' Bronson Article 7.1.04

Sounds like Finney was making it personal...guess someone got in the way of his money.

Finney says the county should require any agency that gets tax levy income to comply with open records laws, prohibit nepotism and ban use of public money to promote levies. Same Article.....The TLRC receives public funding for their operations and Finney organized opposition to the Drake levy.

Drake's request is facing stiff opposition from Hamilton County Commissioner Phil Heimlich and the Drake Wastes Money Committee he leads. The group includes Chris Finney, chairman of the commissioners' Tax Levy Review Committee, and George Vincent, a former TLRC chairman and attorney with Dinsmore & Shohl.

I would be interested to see how much Finney and his partners make from Hamilton County. Above board and under the table. The public has a right to see the private dealings that Finney and Heimlich have. When they were cornered before they transfered assets to their wifes. Who else is involved in these deals?

WTF, NBS, you are both right on the money about this. It's good to know that there are others who recognize this staph infection... as I said to VS, sunlight is the best disinfectant.

Finney has just about destroyed Steve Chabot...who cannot take a you-know-what without Finney's approval, looks like he'll do the same with Heimlich and the rest of the ticket by adding more apathy to the base.

Hunker down, everyone, we may need to save our energy for 2008.

Chris Finney, Tom Brinkman and Phil Heimlich are NOT conservatives. They are libertarians. They don't take positions on social issues similar to conservatives because of moral reasons, rather because they cost too much.

E.g., Brinkman isn't against the death penalty because of any pro-life mantra, it's because sentencing someone to death costs too much.

Their teaming up with the ultra-liberal pro-tax, pro-abortion, pro-gun Frontier PAC last year proves that they value power over traditional conservative values.

Get them out...we'll find someone better. Finney is not near the attorney people give him credit for being. I will personally build him an office in Utah if he will quit ruining our state.

Let me get this straight. Finney is upset about Pepper's campaign statement. So Finney gets in his car, drives to a Pepper press conference, and in front of reporters (surprise - that's who's at a press conference), Finney proceeds to act like a zoo animal.

What is Finney's excuse for this freak-out? Was he drunk? Or is he just unhinged?

Maybe Pepper needs to get a restraining order to keep this aggressive ape away from his campaign events. Obviously, Finney needs some kind of help or intervention.

Finney is a cancer in the southwestern Ohio Republican body politic. If he and his COAST fanatics and their diarrhetic
potty-mouthpiece, Jim Schifrin, are not excised and soon, the political fortunes of the Republican Party will take a dive. Finney may have already blown Phil Heimlich's chances against Pepper. Pepper's no great shakes plus he's a lousy Democrat. But at least he doesn't hang out with profane bullies like Finney. Congresswoman Jean Schmidt does NOT kowtow to the Finney-Brinkman-Urling COAST cabal, and consequently she is the target of their unbridled HATRED the like of which I've never seen before outside of KKK or Black Muslim rallies. it doesn't matter squat thatthe good ole boysin training pants transfered their interests to their wives. they own half of everything their wives own if acquired during the marriage.
finney the fink never should have been appointed to the drake board because the resolution adopting the taxlevy review committee required that no one be on the tlrc and another board at the same time. the appointment was in violation ofthe resolution.
furthermore, finney did not publicly disclose this conflict at any time prior to his apointment. he simply didn't meet the criteria to be on that board and the tax levy reveiw committee at the same time.
heimlich and dewine amended the tax levy review resolution months after the fact when i wrote a letter of inquiry to the bocc and prosecutor's office reflecting the problem.
deters,heimlich and dewines answer was to change the rules rather than abide by them.
furthermore- because finney the fink engages both personally an through his clientelle extensively in the real estate business - who has a clear and unequivocal interest in property tax reduction to improve their standings and profits - finney the fink had absolutely no business whatsoever being onthe committee that directly determines the amount of taxes that will affecthisprimary and secondary line of business.

this is an ethical scandal - and very probably a legal scandal.

heimlich should tender his resignation for engaging in cronyism and corrupting the tax levy processes.

oh, not to mention,incompetence- finney the fink presided over a 6 month review of the financial workings of the children's services levy. he is such a great legal mind and astute surveyor of county spending - why didn't he ever notice that the children inhamilton county were being robbed blind?
oh i remember - that one levy was the county's little slush fund to prevent genreal funds from being being used in programs to get people jobs and training, food on their tables, health care and child support

finney the fink taught a continuing ed class for local realators last week. the realators were not impressedwith his bragging about his "seat" in government and "connections" (but no doubt, that is just one way finney the fink gets paid for his high profile position of "volunteering" in the county). the class was disenchanted to say the least by his arrogance but many members nearly walked out when he supposedly gave them unethical advice on what their duties are to buyers.

hmmm... anybody read the loveland herald's recent commentary on finney ? seems he promised to file a suit for the loveland tax ladies and ended up giving them only 40% of the take after promising them bunches for their public humiliation on the issue. the women split 4K and he took 5K for himself and 1K for another attorney. i thought they had represented them "pro bono"

David Pepper is already trying to buy this election, just like he tried to buy the Mayoral election. Money won't give him credibility and it won't prevent people from remembering his soft-on-crime approach in downtown Cincinnati. It doesn't matter how often David is forced to crawls back to his parent's million dollar estate to ask Dad for his allowance in advance, he still doesn't have a chance. As head of the safety commission in downtown Cincinnati, Pepper’s complacent and anemic city policies saw crime skyrocket. How much has Pepper’s failed policies affected the city’s record homicide rate? The city of Cincinnati has started a failing economic slide and crime is rampant. Voters cannot let David Pepper bring his failed, incompetent and risky ideas to the rest of the Hamilton County.
So David, if you can see past your Ivy League education and transcend petty political gamesmanship, you may only get beat by 10 points.

To Phil, Chris, Brian and Mike: keep it up, David can only get weaker from here.

Three Centurions LLC and Three Centurions Two LLC have a tax mailing address of 10173 Sleepy Ridge. This address is the home of Phil Heimlich. You can find this information in the auditor's office in Hamilton County. Phil Heimlich and Chris Finney were two of the original people listed on Three Centurions LLC, they had Three Centurions LLC transferred to their wives. Why doesn't the Enquirer dig for the news and report this conflict of interest that Finney and Heimlich have with the boards that they represent?
