BLACKWELL MISSED DOZENS OF KEY MEETINGS AS TREASURER, SEC STATE

As State Treasurer from 1994 until 1998, Blackwell attended only 30 of 52 State Board of Deposit Meetings. That's a 57% attendance record at critical meetings held with the Attorney General and the State Auditor to ensure oversight, review and disclosure of state cash holdings and investments. And the meetings were held in Blackwell's office.--Ohio State Board of Deposits Meeting Minutes

As Secretary of State in 2001, Blackwell attended only 6 of 14 apportionment board meetings to determine the legislative district boundaries for state and federal candidates.-- Ohio Apportionment Board Meeting Minutes
