Ad watch: SEIU's 'Stunning'

AD: "Stunning," a glossy, direct mail piece sent by the Service Employees International Union District 1199 attacking mayoral candidate David Pepper. Sent in at least two versions, appearing in mailboxes early this week.

EXCERPTS: "Sometimes it's shocking just how wrong our elected officials can be. David Pepper voted against a motion to stop Cincinnati Police from using Tasers on children who are 7 to 10 years old. Pepper's committee heard experts testify that children could 'suffer nerve or muscle damage from being shot by a Taser.' But David Pepper led the effort in the Law and Public Safety Committee to block reasonable new restrictions to stop police from using Tasers on our children. In fact, Pepper voted three separate times against this common sense proposal to protect children before the measure was defeated in the City Council.... David Pepper voted against our children's safety again and again. On November 8th, we have to reject David Pepper for mayor." A cutout quote from Pepper: "... I don't want to take one option off the table when we don't know what the other options are."

VISUALS: Larger version: A man in riot gear points a Taser at the camera. The text is printed over a dark thunderstorm scene. One picture shows Pepper with what appears to be a shocked look on his fact. Smaller version: A small boy with a backpack looks up at the camera next to the words, "Thanks to David Pepper, 7 -year-olds could learn a stunning lesson.

FACT CHECK: The youngest child ever shot with a police Taser in Cincinnati was a 12-year-old wielding a knife. (See update, below.) The motion in question would have asked the city manager to change police policy to forbid officers from using a Taser on a child 11 years old or younger.

The mailer cites a Jan. 5 story in the Cincinnati Post, "Council Rejects Taser proposal," as support for its assertions. The story is quoted fairly except in one small respect: the biomedical engineer who said children could suffer nerve or muscle damage did not testify before the committee, but was interviewed by the Post by telephone. Councilman Christopher Smitherman, the motion's chief sponsor, did have his children testify at the committee to say they were scared of being shot with a Taser by police.

The quote from Pepper is incomplete. The full quote, from the same Post story, was: "In those rare occurrences where a 9-year-old is holding a knife to another 9-year-old, I don't want to take one option off the table when we don't know what the other options are." The Taser proposal came in the form of a non-binding "motion," and was rejected 5-4.

STRATEGY: The mailer is part of a $111,117 campaign by the Columbus-based union in its support of Pepper's opponent, Mark Mallory.

RESPONSE: "No 7-, 8-, 9-, 10-, or 11-year-old has ever been Tased. Let's get that fact straight," Pepper said. "It makes our police look not human, menacing, like they can't be trusted and they're our to get you and your kids. The next mayor should be supporting police.... This comes down to a basic trust of the police that apparently my opponent doesn't have."

UPDATE (Wednesday, 11:25 a.m.): Cincinnati Police have used a Taser against two 12-year-olds. The first, in 2004, was wielding a knife. The most recent incident, on Sept. 7, involved a 12-year-old unarmed girl at Burton Elementary School in Avondale. According to this Taser incident report sent to City Council last month, and provided to the Enquirer by Councilman Chris Monzel's office today, police used the Taser after she attempted to kick and bite police officers attempting to escort her to in-school suspension.

As an SEIU member who is forced to fork over more than $500 a year, I am outraged.

The taser non-issue has nothing to do with organizing workers. It is the lowest, most dishonest form of politics. And it is deducted from my paycheck every week.

As usual, Mr. Korte is not telling the truth about David Pepper's disgraceful record or Taser usage by the Cincinnati Police Department.

Korte lied when he wrote: "The youngest child ever shot with a police Taser in Cincinnati was a 12-year-old wielding a knife." This is designed to make people think the cops would only use a Taser on a dangerous individual.

Here's the truth. Back in September, a rogue Cincinnati Police Officer zapped an UNARMED, 12-year old GIRL because, according to media reports, she refused to go to detention!!! For this terrible "crime" the cop -- acting as judge and jury -- punished the little girl with a 50,000 volt blast of electricity! This poor child was then humiliated, handcuffed, arrested, hauled off to jail, and forced to defend herself against criminal charges.

By the way, to this day, David Pepper refuses to hold hearings in his Law & Public Safety Committee to craft an appropriate use-of-force policy for Taser usage. In his 4 years on Council, David has exercised absolutely no oversight of the police.

The SEIU deserves praise for raising this important issue. Voters should be stunned to learn about David's heartlessness.

And while we are reviewing David's voting record, somebody ought to ask why David voted to give a convicted drug trafficker a $50,000 consulting contract to recruit the city's youth? What is she teaching them? Where is the oversight? Has this lady -- whose endorsement is displayed on David's website -- been audited? Makes me wonder if David learned any lesson from his vote to give away money to LaShawn Pettus-Brown?

Even police have come out against the use of tasers, they have caused deaths and serious injuries to adults. They can be lethal to adults and should not be used on children. Shame on you David Pepper!

Are the police supposed to ask a person for ID if they are holding a knife? Maybe we could have all children who are of age get a large "Taze Me" tatoo on their forehead so the police can accurately respond. We don't need one more rule to tie the hands of our police force. It's creating a law that forbids something that isn't happening anyway.

The 12 year old girl who was tazed at Burton Elemtary school had no weapon, threatened no one, and repeatedly asked for her mother, and she was tazed infront of other students.

She was tazed, and when she fell she feel face first in to a rough brich way which blacked her eye and permanatly scarred her face.

1. Tasers are lethal. Roughly 100 people have died after being shot with one of them. That's the point that David Pepper is too hard-headed and cold-hearted to deal with. What sort of irresponsible public leader gives cops weapons without first making sure those weapons won't harm the citizens?!?

2. The SEIU should only stick to labor issues when Fire Fighters Local 48 and the FOP Lodge 69 do the same.

3. When did the ACLU come out in favor of Tasers. The local renegades don't count. It's my understanding that the ACLU and Amnesty International have serious concerns about Tasers just like the only responsible person in the mayor's race -- Mark Mallory.

4. If Tasers are so safe and non-lethal, why does the FOP oppose citizens owning and carrying them? Why can't a citizen shock a cop with a Taser without the cop having the ability to use lethal force on them?

First of all Nate, the police and our justice system have a right to discipline our children if they are breaking the law.

Secondly, your quote ("What sort of irresponsible public leader gives cops weapons without first making sure those weapons won't harm the citizens?!?") is riduculous. A weapon is by definition "an instrument of attack or defense in combat, as a gun, missile, or sword". Guns are deadly and the police are allowed to use them. Unfortunately, there are bad people out there who cause harm to other people including police officers. The officers need to be able to subdue these people and a taser is a safer alternative.

Third, your quote "Why can't a citizen shock a cop with a Taser without the cop having the ability to use lethal force on them?" is equally as stupid. It's the same reason that you aren't supposed to shoot at a cop or hit them or threaten them with knives.

No one ever said that getting tased is supposed to be pleasant.

If tazers are so sfae, why did the tazer company in Septer add the disclaimer..."May Cause death" and that they will not be liable for any bodily injury suffered due to use of the tazer.

OFC who cares that the Burton incident was not part of January's
meeting a child was still tazed and injured. Since when wasasking for your mom considered breaking the law?

Really??? Since when? The last time I checked, the job of the cops is to arrest, not discipline.

Not only are you confused about the law, you are confused about when the Constitution allows the cops to use lethal force. My understanding is that the cops can only use lethal force to save their life or the life of someone else. That's the big deal with allowing cops to use a lethal weapon -- a Taser -- on a little, unarmed, 12 year-old, girl who doesn't want to go to detention. Only a sadistic moron would advocate shooting 50,000 volts of electricity into a child and potentially killing her for this minor infraction of the school's rules.

Again, your ignorance shines through your answer. You can't have it both ways. The use of a gun or knife to shoot or stab a cop is deadly force. According to David Pepper, Tasers are non-lethal weapons. So, logic dictates a citizen should not be shot with a gun for shooting a cop with a Taser.

Nate you have one example of the 12 year old girl. What about the hundreds of times that tasers were used without incident to peacefully resolve a potentially deadly situation? And the incident that you speak of happened well after the city council vote.

According to the Cincinnati Post, the cops tazed 52 juveniles in 2004. Only 3 had weapons. 1 of the 3 was a kid holding a knife. (For all we know, the kid could've been making a peanut butter & jelly sandwich!)

Tasers are deadly weapons that shouldn't be used against anyone unless they are using, or threatening to use, deadly force. End of story.

I didn't apologize to Korte for calling him a liar because he was lying when he claimed that the youngest child ever shot with a police Taser in Cincinnati was a 12-year-old wielding a knife. That wasn't true when Korte wrote it and it isn't true now. Korte implicitly acknowledges as much in his "update" at the end of the blog entry.

One big problem with Korte is that he refuses to do any investigative journalism. A credible reporter would report to the public when cops may appropriately use deadly force. Then he'd do a story about how irresponsible this Council has been by refusing to place restrictions on the Cincinnati Police Department's use of potentially deadly Tasers.

But as soon as some unarmed citizen dies (hopefully not a little child) as a result of being shocked by a Taser and the City gets sued, they'll claim they had no knowledge of how deadly Taser are and no duty to investigate this matter. The City will lose millions of dollars due to City Council's incompetence and the cops lack of direction from the City's elected leadership.

Ok I know it may be late to add this and I know many people may not still be reading this blog, but I just now found it and it brought me to tears!!! My little brother is the 12yr old that was shot with a tazer in Addyston. He suffers from ADHD and bi-polar. Someone had made a question whether or not the use of force was neccesary. YES IT WAS!!!!! I was pregnant at the time, and it was only me and our mother there, my brother had 5 butcher knifes in his hands, When the police got there he went like he was going to go after the officer with the knifes. but I will tell you what, addyston officers at the time didnt have tazers, luckily it was the cleves cops that responded. I thank god everyday for tazers, cuz after talkin to a few police officers if cleves hadnt been the ones to respond, he would have been shot. my little brother might not be alive. A tazer gun not only saved my brothers life, but everyone involved. Like I said I thank god everyday for tazer guns, cuz the way I look at it, it saved my brothers life!!!!!!!!!
