County enacts hiring freeze

Hamilton County Commissioners are making official their informal hiring freeze. And they're urging other departments to follow suit.

According to a county memo circulated Monday:

"The county's financial position has worsened due to a decline in projected revenue of $7-8 million compared to budget. In addition, according to the March 2008 general fund budget projections, several departments are projected to exceed their 2008 budget."

Therefore the administration recommended a hiring freeze. An informal freeze has been in place for two years, saving the county $2.5 million, said Administrator Patrick Thompson.


However, the freeze will affect only 300 of the more than 3,000 positions paid for by the county's general fund. The commissioners don't have control over the payrolls of other elected officials' departments. Although commissioners are asking those departments to freeze new hires too, they can't make them do so.

Thompson hopes, though, that they will follow suit.

"What the commission is trying to emphasize is the serious nature of our financial condition," he said. "It also sends a message to the individual elected officials that we’re asking for their support."

The county commissioners' office - think - provides payment to new employees through the county personnel office, right? so if any county office wishes to hire someone while everyone else is cutting back - why shouldn't the commissioners just deny them any other funding request they make, such as travel for employees?

I think the bocc can dictate whether or not the other elected officials comply by exercise certain rights vested only in the board.

There is this thing called separation of powers. Since you are too dumb to know what it is, I'm not going to waste my time trying to explain it to you.

Every departmant in the county is operating with less employees than they did 5 years ago. The problem is that there is now twice the work. Freezes are not a solution, they are a political stop gap. When is BOCC going to do the job for which they were elected?

13 under the BOCC in a department called County Facilities.....wait it was 6 employees and 7 open positions which not filled after those employess retired or quit earlier in the year......that is what was in the budget write ups that I saw last year...Do not know how many of the Sheriff's deputies lost there jobs, if any

Wasn't there a 35 million dollar hole there? It seems like I read that the County was going to have to cut alot of Departments and eliminate jobs. County people must be really compensated well if only 6 made up the $35 million.
