Commissioner frustrated with COAST

Two prominent members of the Coalition Opposed to Additional Spending and Taxes filed a lawsuit last week against Hamilton County and others accusing them of illegally giving hotel-motel money to the Film Commission. Read the Enquirer story here.

COAST members, Tom Brinkman and Mark Miller filed the suit as taxpayers, rather than on behalf of the group. But Commissioner Todd Portune says the suit is "all COAST." It's become a pattern, he said. And it appears clear that the relationship between him and this group is just going to continue to deteriorate.



Here are some of the comments on both sides that didn't make the paper.

Portune:

"COAST ... apparently will stop at nothing to destroy the ability of Hamilton County government to promote the best interest of Hamilton County at large. They don’t want Hamilton County to be the kind of entity that an urban county has to be in order to be a growing, viable, interesting place to live and do business in. They have a very, very narrow view of what needs to be done in order to address the priority issues of the county and to improve the quality of life for people in the county."



Brinkman:

"This (lawsuit) just shows county commissioners are squandering money on all kind of ridiculous things. Now they’re saying we need more tax money for a jail crisis. If theywouldn’t have wasted it in the first place they wouldn’t be in this situation.
I see it in government all the time. We try to elect local officials that should be good caretakers of the funds. They can’t say no and they can’t say no to their contributors. It's another example of county commission squandering money."

Thank you COAST! Big-spending politicians like Todd Portune do seem to get annoyed when taxpayers try to hold them accountable for their slobbishness. This tax is required to be used for Convention Center debt and activities, not to be a slush fund for Portune's special interest payoffs.

Portune's hypocrisy has been exposed again. For months he's been telling us there's no money left to cut, and that we must raise taxes. Yet here he is defending a $75,000 self-promotion that is not a core function of government. If this fund really has a surplus, let's use it to retire the debt early so we can rescind the tax hike early. Instead Portune would rather squander it away on frivilous spending.

Just 2 weeks ago he and Pepper were telling us there was no money left for the Butler County jail contract. But when DeWine and his staff reviewed the numbers they were able to find the money, shaming Portune and Pepper into admitting the money was there all along. Portune and Pepper need to quit wasting our money before asking us for more.

We are sick and tired of paying money for wasteful, stupid programs.

I note that Mr. Portune had no answer for why he felt the expenditure for the film program was necessary, except to attack his critics.

Since COAST defies all logic - I will just resort to calling names - Brinkman is an idiot, a real, tight-wad, egotistical idiot.

Isn't he up against term limits? Can't find a real job so he is trying to make a name for himself in county politics to run for a commission seat.

Ahhh... more great growth ideas from COAST, let's not forget the wonderful deal they brokered for us with Drake Hospital tied to a failing, internally - imploding organization like the Health Alliance who now can't find anyone to play doctor with in their treehouse of cards.

Yes, yes, yes --- let's listen to COAST, they have delivered us Heimlich, they have delivered us the worse county ethics in history, they have delivered us the integrity of behind-slapping Finney the Fink....

Brinkman has a lot of nerve to accuse anyone of anything, given that a judge called him "the real criminal" just a few weeks ago.

Then Miller, etc., put out a false email attack that said Portune was pushing for taxpayer funded abortions, which was also completely false. They may have violated slander laws with that outrageously and intentionally false attack.

And, CincyJeff, Pat DeWine used every single cut he has thought of in three years at last week's meeting. All it paid for was for two+ months of Butler County. His cuts didn't balance next year's budget (Portune proposed far more cuts than DeWine did). His cuts don't pay for a new jail. They don't even continue Butler County beyond December. And half of his cuts (like his idea on the hotel tax) aren't even legal, let alone smart. The guy is a joke. And a liar, since he told people he could build and operate a jail without a tax increase, which he has completely failed to do.

The biggest source of money to continue Butler County came by using the $1.1M Drake Proceeds. This was not a "cut." This simply deferred spending that money on tearing down the Kahn's site so the jail could begin. So, once again, thanks to DeWine, we have wasted more money on temporary solutions rather than creating long-term solutions.

COAST wastes more tax money than any politician! First they forced Miami University to spend public money to successfully defend themselves against a COAST, now the County will be spending public money to defend themselves against another frivolous lawsuit.

QUIT WASTING OUR TAX MONEY COAST! You lose every lawsuit, all you are doing is burning bridges and wasting my money!

Dear Tom:

Had we elected good public officials for the past twenty years we wouldn't be facing the problems we are facing now. Our high taxes are the results of failed Republican Leadership at the county level for the last twenty years. DeWines plans to save money through managed competition have never materialized and his FAILED leadership during his tenure as county commissioner will cost Republicans their last seat on county government. Good job my fellow Republicans thanks for leading us into oblivion.

Those supporting COAST show how bright they are. The money is allocated for specific purposes associated with tourism promotion - they can't re-direct it to the ajil or anything else unless they can show a link to tourism promotion

The film commission promotes the region in 2 ways: 1) companies pay big, big money to have a glimpse of their product ( even just a coke can or bar of soap) in a movie - Cincinnati's image in a movie is worth hundreds of thousands of dollars on the real market and it does promote the city (remember the attention we got from the Cruise/Hoffman film?) 2) it promotes tourism because, just like any sector of business sought to be attracted to the use of our community assets ( like conventions, trade shows, corporate enterprises)the film industry - just like a convention - brings in a huge number of people who use our tourism facilities as well as promoting unique city features such as our architecture, river view, etc.

The bottom line is - the film commission is a huge win for tourism and the return is even bigger.

Apparently not, since you don't even remember the film's name. By your standard, after the Michael Douglas movie a few years ago (Traffic?) there should have been a surge of people wanting to move to Cincinnati. I guess not, since we were never a part of the real estate boom. This program is near worthless. People don't move or travel to places because some film commission spends $75,000 patting their city on the back.

The real issue is this is an illegal use of taxpayer funds. The funds are not for general SW Ohio promotion, they must be specifically related to the Convention Center. COAST is right and the big spenders like Portune are wrong. They need to immediately suspend this program before we have to waste any further legal fees defending this illegal program.

When was the last time we had a movie of any size in the area to justify such a public subsidy?

When you click the link that shows the cuts proposed by DeWine, for 2007 he produced more than enough cuts to choose from to continue the contract for the rest of the year. Then, if you go all the way to Page 2, you'll see DeWine prepared $28.4 million worth of cuts for 2008.

By promoting the city via film, they are promoting the convention centers, it's as much an advertisement as a commercial - except it's free and runs almost forever.

Do you have proof that the Film Commission is the reason they started the movie in Cincinnati? Do you have proof this filming brought loads of new residents and tourists to the city? I doubt it, but I'm sure it feels good to illegally spend $75,000 of taxpayer funds to claim you're promoting the city.

Hey, Beverly Hills Cop started out in Detroit. I bet that city is thriving and their Axl Foley Tours are hot.

CincyJeff - DeWine's cuts actually turned out to be about $4-$5M. He had inflated their value from the start. The budget office analyzed them, and showed that they were about a third of Portune's cuts. The rest of Pat's cuts were just "borrowing" Portune's and counting them as his own.

He's playing you for a fool like everyone else.

Pat has only false promises, no answers.

Anoymous 1:41 - DeWine wasn't attempting to illegally spend the money on the jail. He acknowledges that it wouldn't be legal right now, and has asked for a change in the state law to make it legal. That contrasts with Portune and Pepper, who just went ahead and spent the money illegally on frivilous matters.

Anonymous 2:04 - I see, all of DeWine's cuts that Portune also proposed count in Portune's favor. I guess that means he gets all the criticism for those mean cuts, or does that only apply to DeWine?

That was not your original claim. You claimed DeWine did not produce enough cuts. In fact, the documents show that DeWine produced more than enough cuts for 2007, and found over $12 more cuts than Portune did for 2008. Pepper, just like when he was Public Safety Chairman, came up with zilch.

DeWine did not find $12M. DeWine was misleading you when he claimed that. He found about $4M, which is fine, but not nearly enough to pay for Butler County for next year, let alone all the false promises he's made that he can build and operate a jail out of the general fund. Portune sent a letter weeks before outlining potential cuts for the 2008 budget process--Pat just borrowed a lot of those ideas and claimed them as his own. At least Portune's math was right, though.

DeWine is pulling a fast one, and he's got you parroting it. There's a reason why NO OTHER ELECTED REPUBLICANS WHO CARRY ANY RESPECT are supporting DeWine right now. They know he is imploding and embarassing himself with his angry, ornery, desperate and reckless behavior.

He looks like a big, bald, buffoon right now. He's screaming louder than a little girl, but nobody's even paying attention to him anymore. I'm definitely noticing the lack of Republicans standing by his side.

And what's with all these Sheriff's deputies getting arrested? Is that why he wants a new jail, so he has a place to put all his deputies when they keep breaking the law? Si Lies needs to tend to his own house.

The County budget analysis of the cuts is a public document. Ask any commissioner for it, or the County budget office.

CincyJeff - I'm not trying to win a debate competition. Most people (including most Republicans) know that DeWine if full of it, and has some other problems as well. That's why no elected Republicans are standing anywhere near him, be it Monzel, the judges, County officials, business leaders, or anyone. One Republican judge called him "arrogant" just today in the Enquirer.

I'm just trying to help you keep from continuing to make a fool out of yourself, but I'm not going to waste my time on your hard-headedness doing your research for you.

Before you spread any more bad information, just dig into the budget cuts Pat has proposed, and the neutral analysis of them by the County Administration HE HIRED. You'll see that what you're writing is false, because the stuff he's spewing to you is false.

Get off the Titanic before it hits rock bottom.
